JOB TITLE: Housing Inspector I

PAY GRADE: CP-F

REPORTS TO: Assistant Director of Community and Neighborhood Services

JOB SUMMARY: Under the direction of the Assistant Director and the Housing Inspector II, performs on-site inspections of rental housing, residential dwellings, and commercial / industrial buildings and serves as a specialist in all code compliance. Provides direction to citizens, builders, landlords, tenants and others on housing codes, nuisances and other related regulations.

PRIMARY DUTIES & RESPONSIBILITIES:

1. Inspects existing construction of all types of buildings to determine conformity with basic codes, including property maintenance, rental, public lodging, zoning and nuisance. Issues certificates of compliance when appropriate, cites properties for violations and re-inspects properties as needed to assure compliance.

2. Records, reports and prepares correspondence for property owners where repairs or the correction of violations is required, in a professional and accurate manner.

3. Investigates complaints related to housing, building, zoning, dangerous structures and nuisance code compliance. Assists with the preparation of dangerous structures cases and civil / misdemeanor complaints for litigation.

4. Assists with inspections, monitoring and issuing certificates for vacant structures, home businesses, public lodging facilities and short-term rentals.

5. Provides information to landlords, tenants, realtors or others regarding building and housing code requirements and property maintenance.

6. Assists in presentations at public meetings on issues related to housing, zoning, dangerous structures, rental properties and code enforcement.

OTHER DUTIES & RESPONSIBILITIES:

1. Assists other inspectors in conducting various inspections or follow-up property visits as needed.

2. Performs other duties as assigned.

JOB QUALIFICATIONS:

1. The job requires knowledge normally acquired through the completion of an Associate’s Degree in construction, engineering, environmental health or a related field.

2. Two to four years of experience in code enforcement, housing inspections, building construction, building inspections or a related field. ICC certified Housing / Property Maintenance Inspector desired.

3. Basic knowledge of housing, nuisance, zoning and building maintenance codes.

4. Ability to inspect work performed and determine compliance with applicable codes and best practices.

5. Detail oriented and organized with the ability to conduct inspections independently or as part of a team.

6. Interpersonal skills necessary to effectively communicate with City officials and the general public including landlords, tenants, realtors, and trade contractors in situations requiring tact and patience.

7. Mental ability to frequently handle pressures related to meeting deadlines and fulfilling scheduling requirements with frequent disruptions due to people and/or telephone calls.

8. Physical ability to occasionally lift/push/pull/carry items weighing up to 50 lbs. Incumbent must frequently climb/kneel/stoop/bend, carry equipment and walk over uneven terrain to perform inspections of structures and property.

9. Technical skills to utilize daily word processing, scheduling, e-mail and BS&A software.

10. Other language skills: Bilingual in English and Spanish desired.

11. Driver’s license required. Must have a good driving record and have the ability to operate vehicles assigned to the department.

WORKING CONDITIONS:

1. Work includes outside working conditions with frequent exposure to extreme hot or cold weather conditions.
