Type of Requisition: RegularClearance Level Must Be Able to Obtain: NonePublic Trust/Other Required: MBI (T2)Job Family: Program ManagementEssential Functions and Job ResponsibilitiesThe successful candidate will serve as primary interface with customer in managing overall operations in the performance of the bulk file extraction and digital conversion services. More specifically, this candidate will manage the overall productivity, quality, risks, and through-put capacity on a daily basis. Furthermore, this candidate becomes the first line of defense to resolve issues, production deviations and provide direction to our multiple partners providing extraction and digital conversion services on a scale exceeding 5,000,000 files annually. Daily situational reports will be required and excerpts will be forwarded the GDIT Account Executive, Government COR, and other senior Government stakeholders. The candidate will continuously monitor extraction and digital conversion operations to identify improvement areas and anticipate any factors (internal or external) that could negatively affect operations and milestones. As such, the candidate will review and support risk analysis and mitigation strategies on a weekly basis to maintain maximum operational capacity. This candidate will have complete financial responsibility to achieve revenue and profit margin objectives on an annual basis.To meet the quantitative metrics for each program Service Level Requirement (SLR) that GDIT is responsible for, the candidate will meet weekly with the GDIT Quality Manager, the Government’s 3rd party quality contractor and representatives from partner’s Quality Manager to review trends and deviations. The candidate will also track performance data and maintain trend analysis to identify threshold variances, anomalies, patterns for continuous improvement purposes for operations at 6 or more partner sites.The candidate will work closely with the Logistics Manager and each site manager (Supervising Contractor Representative) to manage government military personnel records inventory counts and dynamically adjust shipping to each site, perhaps on a daily basis. There are SLRs that must be adhered to maintain processing goals (also known as turn-around times) at each site. Proactive management of inventory levels, capacity goals and quality factors in performing managerial tasks.The candidate will review the standard operating procedures for handling, securing, storing and accounting for government military personnel records while under GDIT control from initial extraction to transport to scanning digital conversion vendors to return to original facilty. These standard operating procedures will include physical controls for acceptance, tracking, storing and returning government records that generate a complete audit trail as well as any special handling procedures for digital conversion of historical government materials where mold or water damage may be present. The candidate will serve as a primary contractor representative for escalating any security breaches that could result in veteran data being compromised, and immediately report instances (both physical and electronic) where veteran data was compromised.The candidate will interface with Veterans Administration client stakeholders, including the COR and VA Privacy Officers, and Archive personnel, and is expected document and resolve any issues that arise from day-to-day bulk extraction and digital conversion operations. The candidate will be responsible for answering government inquiries that include locating high priority records requests that affect one or more Veteran’s benefits from being serviced. Further, the ability to perform detailed root cause analysis and to effectively communicate steps for remediation is paramount in the candidate performing their duties. In addition, the candidate will provide oral and written discussion of analytical findings using narrative and graphic forms.Duties and responsibilities will include, but are not limited to:Serving as the primary customer interface for Veterans Affairs and Archive personnel

Managing all the financial parameters of the program to meet revenue and profitability goals

Resolving program level issues affecting operations, bulk extraction, and overall digital conversion performance

Escalating issues to the GDIT Account Executive including security, production issues, and external factors affecting program performance

Monitoring and reporting of daily production metrics and quality measurement, i.e., situation reports

Reviewing trend analysis of production metrics and quality measurements for weekly review

Interfacing the partner bulk extraction and digital conversion vendors on a daily basis to provide direction and to capture production operations issues

Identifying and escalating any issues negatively effecting the digital conversion of government personnel records in terms of quantity or quality

Performing root cause analysis of issues affecting digital conversion and preparing after action reports to document steps for remediation and process improvement

Open and document internal managed software service tickets that affect digital conversion operations

Reviewing the physical production facilities on a monthly basis

Total control of waste material in any facility under GDIT control

Minimum Requirements:Bachelor’s Degree in any business related field, engineering, or a related scientific or technical discipline with at least 10+ years of experience overseeing custodial control of vendor / government records

10+ years of experience managing programs from $20M to $50M+ annually with profit and loss responsibility

6+ years of progressive experience with managing programs with quality metrics to support program compliance where service level agreements or service level requirements exist

4+ years working in an automated environment with direct hands-on experience reviewing production goals and quality

4+ years of experience identifying risks and mitigation, and performing root cause analysis to diagnose issue affecting production goals, capacity and quality

Must be able to demonstrate managerial and production expertise to lead on-site operations for digital conversion operations

Must be able to demonstrate knowledge for continuous improvement of operations

Must be able to demonstrate skills and expertise to generate reports and presentations, and provide oral presentation thereof

Excellent written and verbal communication and teamwork skills

Desired Qualifications:Previous Department of Veterans Affairs experience

Active VA access including assigned CAG and PIV
