The Cuyahoga County Board of Developmental Disabilities (Cuyahoga DD) is seeking a manager who will be responsible for the basic design, development and ongoing modification of software applications, and implementation of work products in a very complex production environment. Design, develop and maintain software applications and provide application-specific user support. Develop application requirements based on business requirements from clients and technical requirements from IT staff; and implement prescribed security policies. The nature of work will include, but is not limited to the following:

  • Function as IT project manager, work closely with department managers and designated staff to design, test and implement processes in various Cuyahoga DD information systems, to maximize efficiency and functionality within each department. Provide software and hardware demonstrations as needed
  • Manage the design, development, and implementation of information systems; act as facilitator and coach for development staff; maintain excellent communications; provide technical leadership by acquiring and maintaining expertise in the systems, products, and predominate methodologies at Cuyahoga DD.
  • Initiate new standards and evaluate existing standards for systems development that will enhance productivity and maintainability.
  • Participate as a team member in strategic planning; provide assistance in area of expertise.
  • Assist in determining technology direction (e.g., hardware, software, methodologies, etc.) of Cuyahoga DD.
  • Assist in establishing goals and objectives for assigned staff members; participate in performance evaluation and written progress reviews.
  • Ensure staff development through work assignments, training, classes, seminars, etc.
  • Ensure client needs and priorities are understood and met.
  • Prepare and ensure completion of appropriate documentation.
  • Submit project/task resource estimates; ensure adherence to estimates throughout project.
  • Perform system analysis and programming functions; ensure project/task completions are timely, accurate, and meet quality standards; recommend and implement enhancements.
  • Resolve issues involving clients, systems development and other functional areas.
  • Maintain efficiency in software tools and project management theories and practices.
  • Train and educate clients.
  • May have supervisory leadership responsibilities for a small department, unit or major function and/or direct supervision over administrative/professional employees.

Qualifications
  • Either a Bachelor’s degree in a technical field and a minimum of four (4) years of relevant professional experience;

    OR in lieu of a degree, a minimum of eight (8) years of relevant experience including the development of application requirements; design, development and/or maintaining and providing support for multiple complex applications; performing analysis and judgment regarding interdependencies of processes/applications/technologies; translating business requirements from clients to technical requirements; and working effectively with very limited oversight.
  • Three years of experience supervising technical staff.
  • Valid state of Ohio driver’s license and an excellent driving record.
