The primary purpose of this position is to manage the Freedom of Information Act (FOIA) and Privacy Act (PA) program for the (installation/organization/wing). Conducts review of policy to determine if supplemental guidance is required for implementation to protect access to information which falls under the PA during electronic transmissions.GS-07/GS-09-Ensures compliance with requirements for FOIA and PA programs. Provides subject matter expertise on policies and procedures for electronic mail and internet standards in accordance with FOIA/E-FOIA/PA requirements.RequirementsConditions of EmploymentQualificationsIn order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. GS-07: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes familiarization of legislation, DoD regulations, and policies governing the Freedom of Information Act (FOIA) and Privacy Act (PA); experience utilizing analysis to establish local processes and procedures to ensure stakeholders understand how information is disseminated based upon legal opinions for release or denial of public requests; and experience developing reports and briefings to adequately explain program objectives, exemptions and restrictions as required. ORGS-07: EDUCATION: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position or Superior Academic Achievement. NOTE: You must submit a copy of your transcripts. ORGS-07: COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. GS-09: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. ORGS-09: EDUCATION: Master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. ORGS-09: COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-07 KSAs

Knowledge of basic principles, concepts, and practices of legislation, DoD regulations, and AF policy as it relates to the Freedom of Information Act (FOIA) and Privacy Act (PA).

Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform entry-level assignments in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and unit technicians.

Skill in communicating factual and procedural information clearly, orally and in writing.

Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.

Ability to plan and organize work, and consult effectively with co-workers. GS-09 KSAs

Knowledge of applicable legislation, DoD regulations, and AF policy as it relates to the Freedom of Information Act (FOIA) and Privacy Act (PA).

Knowledge of the FOIA and PA legal exemptions process, procedures, and guidelines for federal agencies.

Knowledge of automated programs sufficient to enter and retrieve data, construct and maintain statistical and data e-files.

Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and unit technicians.

Ability to gather, analyze, and evaluate information, in order to draw conclusions and make recommendations.

Ability to develop and deliver training in installation standard operating procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. You will receive credit for all qualifying experience, including volunteer experience.

The incumbent will receive on-the-job training designed to provide the opportunity to perform the duties at the full performance level.
