This position can be filled at Technical Project Manager or Technical Project Manager Sr level. The hiring manager will determine the level, based on the candidate's experience and background.

Technical Project Manager Works with business partners to identify and implement multiple technical projects of varying sizes, as defined by Company methodology, such as broad-based information systems, full life-cycle application development, building enterprise applications or data warehouse planning and development. Manages projects at least $1M in size or equal complexity. Directs system analysts, software designers and programmers to determine best methods to achieve project objectives. Works with moderate guidance and is responsible for applying project management knowledge, skills, tools and techniques to project deliverables, processes, and systems. Operates within defined parameters using project management methodology. Responsibilities include, but are not limited to:
  • Ability to quickly turn around plans and information to Leadership
  • Experience pulling teams and quality together to be effective
  • Planning all stages of a project based on Agile principles
  • Coordinating and planning across Agile Teams
  • Scheduling agile/project steps within any project size
  • Delegating tasks to team members
  • Scheduling and leading regular team meetings
  • Ability to identify and address project risks timely
  • develops project charter;
  • partners with sponsors to secure project approval;
  • develops communication management plan;
  • defines project team roles and responsibilities, develops work plan structure and project schedule;
  • develops deployment plan;
  • leads project meetings;
  • identifies, documents and prioritizes scope changes and facilitates approval process;
  • secures the appropriate skill sets for project;
  • sets and manages expectations with resource managers and team members;
  • provides performance feedback to team members and resource managers;
  • manages and monitors ROI throughout the project lifecycle;
  • tracks and manages time and budget against plan;
  • develops testing strategy;
  • conduct project close-out activities;
  • prepares and participates in quality review checkpoints;

Technical Project Manager Sr Works independently with business partners to identify and implement medium to large technical projects, as defined by Company methodology, such as broad-based information systems, full life-cycle application development, building enterprise applications or data warehouse planning and development. Manages projects at least $5-7 M in size or equal complexity. Directs system analysts, software designers and programmers to determine best methods to achieve project objectives. Responsible for applying project management knowledge, skills, tools and techniques to project deliverables, processes, and systems. In addition to all responsibilities of a project manager which include managing all aspects of a project including initiating, planning, executing, closing and controlling, Responsibilities include, but are not limited to:
  • coaches and mentors project team members;
  • Ability to quickly turn around plans and information to Leadership
  • Experience pulling teams and quality together to be effective
  • Planning all stages of a project based on Agile principles
  • Coordinating and planning across Agile Teams
  • Scheduling agile/project steps within any project size
  • Delegating tasks to team members
  • Scheduling and leading regular team meetings
  • Ability to identify and address project risks timely
  • Strong ability to collaborate across various teams and service groups
  • determines project scope;
  • develops resource, risk, quality, cost, and scope management plans;
  • develops training plans;
  • develops requirements documents;
  • develops project approval matrix;
  • defines, recommends and secures contractual agreements for technical services and products;
  • coordinates requirements, schedules implementation and post-implement plans, and develops service-level agreements for vendor partners and global resources firms;
  • defines quality gates for each project methodology phase;
  • establishes and manages the project warranty period.
  • Acts as subject matter expert for project and program management related tools and processes.
Qualifications

Technical Project Manager Minimum Qualifications
  • Requires an BA/BS degree in Information Technology, Computer Science or related field of study and a minimum of 5 years project management experience in broad-based information systems, full life-cycle application development and/or building enterprise applications and/or data warehouse planning and development with 2 years spent working in a lead role on one or more projects; or any combination of education and experience which would provide an equivalent background.
  • 1+ year experience in creating an effective team environment, building strong relationships, negotiation, solving problems and issues, resolving conflicts, managing resources in a matrix environment and communicating effectively at all levels of an organization.
  • 1+ year experience working with project management tools, documentation tools, and reporting tools including MS Project, Agile and Jira
Preferred Skills, Experiences and Competencies
  • Project Management Professional certification (PMP) or other project management certification preferred.
  • Experience working with portfolio management applications and Rational tools strongly preferred.
  • Confluence
  • Scaled Agile Framework (SAFe)
  • Communication tools such as collaborative messaging software; MS Teams

Technical Project Manager Sr Minimum Qualifications
  • Requires an BA/BS degree in Information Technology, Computer Science or related field of study and a minimum of 7 years project management experience in broad-based information systems, full life-cycle application development and/or building enterprise applications and/or data warehouse planning and development with 3 years leading and directing project tasks; or any combination of education and experience which would provide an equivalent background.
  • 3+ years experience in creating an effective team environment, building strong relationships, negotiation, solving problems and issues, resolving conflicts, managing resources in a matrix environment and communicating effectively at all levels of an organization.
  • 3+ years experience working with project management tools, documentation tools, and reporting tools including MS Project, Agile and Jira.
Preferred Skills, Experiences and Competencies
  • Project Management Professional certification (PMP) or other project managment certification preferred.
  • Experience working with portfolio management applications and Rational tools strongly preferred.
