S&K Technologies, Inc (SKT), owned by the Confederated Salish and Kootenai Tribes, is actively seeking a Contracts Manager to join our team in Warner Robins or Byron, GA. SKT was formed in 1999 with a vision to become one of the preeminent professional services firms in the country and to provide opportunity and prosperity to the people of the Confederated Salish and Kootenai Tribes (CSKT). Since inception, the enterprise has grown into a family of ten subsidiary companies that support federal and commercial customers around the world.The Contracts Manager will manage and direct contracting efforts to support subsidiaries under S&K Technologies, Inc. The Contracts Manager’s role in the “cradle to grave” contracting process will require close collaboration with various internal departments, subsidiaries, and external customers. Essential Duties and Responsibilities:

Plan, award, negotiate, and manage complex subcontracts and contracts to ensure all cost, schedule and performance contract requirements are met.

Prepare all contractual documents, amendments, and modifications in accordance with Federal Acquisition Regulations (FAR), Department of Defense Federal Acquisition Regulation Supplements (DFARS), S&K policies, best commercial practices, and other US Government regulations and policies.

Organize, maintain, and electronically track all contracts and related documents.

Establish or update procedures based on practical experience to improve the S&K procurement process and increase customer support.

Possess strong understanding of best commercial practices, FAR, DFARS, and applicable governmental regulations and policies relating to contract management.

Draft, review, coordinate, or manage contracts and subcontracts in accordance with internal and external requirements, agreements, and policies.

Provide advice or participate directly in the negotiation of subcontract or contract terms and conditions, and other corporate agreements.

Analyze and develop “flow-down” requirements, and advise on issues, as necessary, related to the Truthful Cost or Pricing Data Act (TINA), Cost Accounting Standards, Small Business Goals, Competition in Contracting Act, use and protection of proprietary information, and a wide variety of other FAR/DFARS-related requirements.

Create, implement, and utilize templates for such documents as Price Negotiation Memorandums, Price Competition Memorandums, subcontracts, and all other related agreements.

Document all contractual actions according to internal procedures and policies.

Provide leadership and guidance to subordinates as needed; evaluate personnel and initiate improvement or corrective measures as necessary to promote development and success.

Analyze new procurement law, regulation, and contract trends for potential impact on business, and maintain contracting career field currency.

Possess an expert understanding of, and proficiency with, corporate or LLC Federal Procurement Policies and Procedures manual to ensure all pre-award and post-award actions are compliant.

Some travel may be required.

Train other internal corporate teammates, in a classroom setting or remotely, procurement policies and procedures or other contracting related topics.

Audit internal contract files, as requested, for compliance with corporate or LLC Federal Procurement Policies and Procedures manual.

Assist subsidiaries and others with expert preparation for external audits or inspections such as a DCMA Contractor Purchasing System (CPSR) review

Prepare reports and recommendations for presentation to the managers.

Perform other duties as assigned by management.

Education:

Bachelor's degree in Business Administration, Contracting, or Finance

Experience:

Preferred U.S. government experience in program management, contracting, or financial career field and extensive working knowledge of government contracting to include the FARS and DFARS is preferred.

Ten (10) years minimum experience in contracts and/or subcontract management highly desired

Foreign Military Sales experience preferred.

To perform this job successfully, an individual must be able to perform each duty assigned thoroughly and independently, without supervision on short-term projects.

License/Certificate/Registration:

Current drivers’ license

Proof of U.S. citizenship

The ability to obtain security clearance enabling access to various Government facilities.

Special knowledge, skills & abilities:

Must possess an excellent understanding of technical issues regarding contract impacts, ability to communicate verbally and in written form effectively, and the ability to work within U.S. Government contract space.

This position requires the ability to communicate effectively before groups of customers or employees of the organization.

Excellent telephone/e-mail skills.

Success managing multiple tasks simultaneously.

Adaptable to changing requirements and tasks.
