SummaryTHIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a Traffic Management Specialist ,Position Description Number T5261000 and is part of the Director of Logistics of the Vermont Army National Guard. The purpose of this positions is to manage Department of Defense (DOD) convoys moving within the state; and to plan, organize and direct preparation, maintenance and execution of peacetime and wartime ARNG movement plans for all units within the state.Responsibilities

Serves as primary state representative and point of contact for all DOD highway movements. Coordinates directly with the state Department of Transportation (DOT) to determine highway availability, restrictions, permit requirements and changes or additions to the State Highway Network Database. Approves requests for use of the highway network by utilizing the approved federal operating system, and then issues movement orders. Coordinates directly with the USPFO Traffic Manager to obtain necessary commercial transportation support. Ensures requirements necessary to execute the plans have been identified and coordinated. Ensures proper handling of special and unique movement requirements. Coordinates with NGB and with outside contractors for additions, deletions, and changes to the network database. Organizes and oversees the operation of the State Movement Control Center (SMCC). Schedules and coordinates DOD surface movements through the approved federal operating system. Monitors movement of DOD units; resolves conflicts, receives and forwards movement reports to appropriate DOD and state agencies. Coordinates changes to priorities and revises pre-planned movement schedules. Maintains and manages the unit movement data (UMD) for state ARNG units. Coordinates and submits UMD to the appropriate DOD agencies. Provides technical expertise on hazardous materials (HAZMAT) shipments to ensure compliance with federal, state and local regulations. Coordinates with DOD, state and local officials on policies and procedures governing HAZMAT shipments by all modes of transportation. Provides HAZMAT training for unit movement officers. (30%) 2. Exercises functional authority to manage and coordinate the movement of DOD convoys during peacetime, mobilization and deployment. Serves as the Command Transportation Officer and represents the DCS G-4 on transportation matters involving movement of personnel, equipment and supplies, both domestically and internationally, using military transportation assets. Serves as principle representative for military transportation matters and for planning and executing unit movements. Directs, oversees and provides technical guidance for preparation, maintenance and execution of movement plans for mobilization and deployment. Coordinates military surface and air movements with appropriate DOD, federal and state agencies to ensure compliance with applicable regulations. Coordinates, obtains and issues, with DOT approval, permits for oversized, overweight and hazardous vehicles and cargo; and then coordinate's movements. Develops mobilization procedures for review, validation and approval; directs submission of movement plans and data. Validates and approves completed plans and data, to include commercial requirements. (30%) 3. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Balances workload and provides advice, guidance, and direction on a wide range of policy, investigative, inspection/exercise, strategic planning, and administrative issues. Structures assignments to create effective and economical positions. Coordinates with other organization managers and customers as appropriate. Accepts, amends, or rejects work presented by subordinates. Performs self-assessments and presents detailed and comprehensive reports with any corrective action taken to supervisor. Follows-up to ensure complete and quality resolution of discrepancies. Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. (10%) 4. Performs other duties as assigned.

RequirementsConditions of EmploymentQualificationsGENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of and understanding of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations. Must be skilled in dealing with others in person-to-person work relationships. Experience using computer and automation systems. SPECIALIZED EXPERIENCE GS-11: Must have at least 36 months experience, education, or training performing, administering or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs. Experience interpreting applicable Federal, State and local laws, and regulations concerning transportation and traffic procedures. Knowledge of transportation requirements and systems for specific geographic areas (International and Continental United States). OTHER REQUIREMENTS:-This is not a permanent appointment.-This is an Indefinite tenure appointment not to exceed a maximum of 4 years from the start date.-The incumbent will be separated at the expiration of the term of appointment.
