Opportunity Overview

SD Solutions, LLC seeks an individual with a growth mindset to lead a Department of Defense focused program focused on Engineering, Construction, and Quality Assurance services for an existing Navy, Air Force, and Army portfolio of projects. Primary responsibility will include providing delivery excellence to clients from the Department of Transportation, Department of Justice, Department of Interior, Department of Commerce, and others. In this new role, the candidate will be responsible for people management, client delivery, strategy, and growth.

Job Responsibilities

Serve as a construction representative (acting on behalf of the Government) with responsibility for monitoring and controlling the construction operations of large and complex projects involving specialized electrical systems, complex mechanical systems, and/or unique structural requirements for base facilities/infrastructure and associated utility distribution systems.

Serves as liaison between the contracting officer and the project engineer. Performs as point of contact in all matters related to projects for which responsibility has been assigned. Assists the contracting officer in negotiations on price and schedule changes, providing appropriate technical expertise and advice on engineering and cost matters.

Exercises independent authority to negotiate changes with contractors and uses persuasive techniques to ensure the best economic posture for the government. Tracks and

updates all change order/modification status using various computer-based project tracking programs

Pre-Award:

o Reviews project plans and specifications prior to contract advertisement to determine feasibility and practicability of construction.

o Assignments typically involve one or more large, difficult, and complex projects dealing with sophisticated mechanical and electrical systems for base facilities and associated utility distribution systems such as office buildings, hangars, laboratories, and warehouses.

o During pre-bid conferences and site visits, provides needed information to bidders to clarify technical portions of the drawings and specifications.

o Prepares statements of work (SOWs) and attends pre-construction conferences; makes technical clarifications of technical portions of drawings (such as electrical, mechanical, architectural, or structural aspects) of the drawing and specifications, and coordinates proposed schedules with the using agency.

Project Execution:

o Coordinates all aspects on contract modifications from determination that a change is required, developing associated scope and contract documentation, and prepares associated estimates.

o Records changes and modifications to contract drawings and specifications for use in preparation of “as-built” drawings at completion of construction and for use in recording changes, additions, or deletions from real property records. Keeps abreast of emerging technology in the field and proposes the use of more efficient and economic construction methods.

o Advises the contractor of requirements such as project scheduling, progress reporting, safety measures, and evaluation of costs incurred.

o Reviews shop drawings presented for approval by contractors.

o Reviews contractor’s material and equipment submittals and performs on-site inspection of material and equipment delivered to the work site to ensure they meet specifications.

o Exercises delegated authority and independence throughout the life of the contract, keeping the supervisor informed of progress and problems, but having the authority to approve/disapprove materials, negotiate contract changes including costs changes, and recommending or approving allowable substitution of materials and methods.

o Monitors and controls construction for adherence to approved materials and methods of use, and identifies discrepancies. Provides technical guidance and advice to lower graded construction representatives, as necessary.

Contract Close-out

o Reviews test results, samples, and technical data submitted by the contractor for acceptance of construction materials and equipment.

o Inspects samples of materials to determine quality and reliability and records acceptance or rejections.

o Develops and plans schedules to ensure systematic and consistent inspections.

o Performs pre-final and final acceptance inspections on Air Force contracted work. Maintains daily logs of all pertinent information regarding work progress and prepares reports on the status of the overall project.

Required Qualifications

Clearance: SECRET or ability to obtain secret clearance in 90 days

Minimum of 5 years of construction management experience.

Minimum of an Associate’s Degree in Construction Management / Technology Management

Superstar Qualifications

Routine interaction with senior DoD leadership

USACE CQM Certified

OSHA 30 Certified

Prior experience specifically supporting a USAF Civil Engineer Squadron
