The Accountant is an FLSA non-exempt classification that has a broad variety of responsibilities and is an important part of the Accounting Department. Primary responsibilities include working on the Court’s annual budget, processing payroll, assembling grant billings, reconciling accounts, and adjusting the case financials in the Court’s case management system. The Court is looking for a candidate that has a strong work ethic, is team oriented and has the ability to work in a fast paced environment. Although this position is primarily assigned to the Oroville courthouse, the employee must be able to work in and travel to both Chico and Oroville.

Candidates will be subject to a background and reference check, including fingerprinting for criminal convictions through the DOJ and the FBI. All offers of employment are contingent upon submission of documents verifying identity and authorization to work in the United States using E-Verify.

JOB FUNCTIONS:

Performs day-to-day, monthly, quarterly, and annual accounting tasks including balancing, reconciliation, deposits, transfers, adjusting entries, and preparation of accounting systems documents (e.g. vouchers, encumbrances, warrants, purchase orders, checks, fund transfers, journal entries, etc.) for approval, distribution and adherence to established fiscal controls.

Plans, organizes, oversees, prepares, and processes work associated with all phases of Court payroll.

Participates in preparation of monthly, quarterly, and annual financial statements and General Ledger maintenance.

Assists with fiscal information exchange between the Accounting Division and either other Court divisions or external agencies.

Assists Court management in budget preparation including wage, benefit and other operating expense forecasting.

Assists with weekly, monthly, and annual cash flow monitoring.

Maintains employee payroll records and ensures compliance with Memorandum of Understanding (MOUs), Court Personnel Manual and legal requirements.

Participates in the development, maintenance and/or implementation of accounting systems, policies, procedures and standards.

Calculates and prepares payments for various benefit vendors and agencies.

Assists Court management in costing out of labor negotiation proposals received from recognized employee organizations.

Performs grant accounting functions such as billing, report preparation, reconciliations and monitoring of expenditures, reimbursements, and cash flow.

Monitors compliance with Generally Accepted Accounting Principles (GAAP) and Federal, State and Local fiscal policies and procedures.

Reviews, investigates, and corrects errors in financial entries, transactions, documents, and reports.

Performs trust accounting functions including monitoring disbursements and reconciling funds.

Collects, analyzes, updates and reconciles payroll and benefit data.

Performs fiscal adjustments to the Court’s case management system.

KNOWLEDGE OF:

Generally accepted principles and practices of accounting, auditing, budgeting, purchasing, cash management and payroll

Laws, rules and regulations influencing accounting and auditing operations

Financial management information systems including general ledger, accounts payable and receivable, and payroll

Applicable rules and statutes relative to California trial court functions and procedures

Code of Ethics for California Court Employees

Modern office equipment including computers, fax machines and copiers

Computer software applications including case management system, word processing and spreadsheet programs

Modern office practices such as filing, records maintenance, preparing correspondence and reports

Basic mathematical computations

Principles of English grammar, spelling, and punctuation

Basic public contact and customer service techniques

Cash handling and cash drawer balancing techniques

ABILITY TO:

Plan, organize, assess and prioritize multiple tasks, projects and demands of the Accounting division and adjust priorities to meet deadlines

Work independently and as a team member and work effectively in a high-pressure environment with changing priorities

Maintain professionalism and composure and function appropriately under pressure or in stressful situations

Work cooperatively and interact tactfully with the public, justice partners, Court employees, judicial officers and with others contacted in the course of work

Understand, explain, and apply laws, rules, and regulations

Monitor the effectiveness and results of operations through statistical and other analysis and make recommendations as appropriate

Exercise sound judgment within general policy guidelines

Reason analytically and organize facts; evaluate situations and resolve problems

Assist with the development and implementation of Accounting division policies, procedures, and goals

Prepare clear, concise, and grammatically correct reports; perform research; read, interpret, and apply the requirements of technical or legal materials

Explain technical accounting concepts and issues, both verbally and in writing, in understandable terminology to non-accountant users of financial reports and services

Communicate effectively, both verbally and in writing; understand and follow through with written and verbal instructions

Safeguard sensitive information and maintain confidentiality

Attend meetings, seminars and workshops, which may include overnight travel

Operate a variety of office equipment including computers

Travel between Court facilities when required

EDUCATION:

A Bachelor’s Degree in accounting, finance, business administration, economics or a closely related field.

EXPERIENCE:

A minimum of two (2) years of responsible professional work experience in an accounting or auditing-related position.

Note: Additional years of relevant accounting, financial and/or auditing experience may be substituted for required education on a year-for-year basis. Work experience in a governmental agency is highly desirable.

LICENSES AND CERTIFICATIONS:

May be required to possess, or obtain by appointment date, a valid California Class C Driver’s license issued by the State Department of Motor Vehicles.

SALARY:

$26.34 to $32.01 hourly
