Must be able to manage a portfolio of projects and operate at a programmatic level. Knowledgeable on full systems/software development life cycle, basic enterprise-wide network engineering, strategic information planning, business process reengineering, structure, and management practices. Must be able to identify and mitigate risks to the program. By exception, the PMO must be able to mentor project managers in corrective actions for projects. Must be able to manage to cost, schedule, and performance.The ideal candidate will have a solid managerial foundation, is customer focused, has experience putting together end-to-end solutions for pursuits, brings a proven track record of successful program executions and capture efforts, and is driven to grow the business with technical excellence in all arenas. You must be an effective communicator, a strong collaborator across a broad spectrum of stakeholders, and able to lead a diverse and dispersed team of professionals.PMO Lead responsibilities:

Creating new templates and managing templates as prescribed by the Government for Development & Engineering (D&E) documentation

Provide guidance on D&E documentation

Track D&E documentation due dates and assist Project Managers with ensuring deliverables are edited and ready for presentation in a timely manner

Responsible for assisting in report management per the JETS GREQ

Review Project Managers and project status reporting

Participate in Engineering Review Board (ERB) and Change Control Board (CCB)

-Lead weekly project status check-ins, check IMS updates, updates to Intelink, review schedule of D&E Events

Implement cadence for recurring items, like Project Management Report (PMR) and continuous training events

Provide management by exception for projects encountering schedule challenges or project risks

Review product backlogs with project managers. Review sprints and participate in sprint planning meetings

Review Kanban boards for what are not started, in-process, done and parking lot items

Collaborate with the Project Managers, Architects, Application Team, and customer to write project plans based on requirements

Provide advice and guidance to the System Analyst and Release Managers staff in the evaluation, planning, development, implementation, and training for all Enterprise Program Management endeavors

Work with SME to setup monitoring and performance metrics to be automatically generated and reported for the customer and program stakeholders

Monitor various established projects against project costs, risks, bottlenecks, milestones, timelines, and customer expectations.

Provide direction to junior Project Managers and support staff

Perform complex evaluations of existing procedures, processes, techniques, models, and/or systems related to management problems or contractual issues, which would require a report and recommend solutions.

Provide meeting facilitation for technical and business stakeholders to create government planning documents to meet business and IT related requirements.

Perform quality assurance checks on project documents and on the team's documented processes.

Assist with scheduling and running meetings by organizing attendees, facilitating the meeting agenda and/or taking meeting notes

-Experience in working with company knowledge assets, problem management tools, and measurement model development

Must have great communication skills, both verbal and written; use written communication skills to deliver regular program reports and meeting notes, and verbal communication to effectively talk to team members, monitor program progress, and facilitate meetings.

Demonstrated experience and ability interacting and building relationships with key customer organizations.

Experience developing and reporting metrics relative to operational performance. Excellent organization and analytical skills, the ability to multitask; can set priorities and follow a timeline.

QualificationsBasic Qualifications:

5+ years of experience with project management, knowledge management, business process improvement, or information management

Mapping of projects to strategic roadmaps

Must have excellent planning and facilitations skills

Experience working with Stakeholder and performing risk management

Experience with all Microsoft Office products including MS Visio and MS Project

Experience in working with data collection and sharing programs, including Collaboration technologies, Enterprise Knowledge Management, and Microsoft SharePoint

Additional Qualifications:

Knowledge of government regulations and protocols for information dissemination preferred

Develop and maintain accurate documentation for internal procedures and services

Ability to automate and streamline processes

Experience with Continuous Improvements, Agile, DevOps, or DevSecOps

Experience with Cloud environments, including Amazon Web Services (AWS) or Microsoft Azure

Knowledge of Agile Methodology

BA or BS degree in CS preferred
