Position Information

The Lower Columbia Estuary Partnership seeks a Stormwater Project Manager for its Community Programs Team to manage stormwater retrofit projects to help reduce stormwater runoff and improve the water quality of stormwater runoff in lower Columbia River communities. The Stormwater Project Manager will primarily manage a suite of small scale and larger scale stormwater projects in schoolyards and/or school parking lots. Project management duties include all project phases including site identification; partnership development; coordinating with design and engineering contractors; working with school district site owners and individual schools; coordinating permits; managing design iterations and construction document development with contractors and incorporating partners’ and funders’ feedback; project bidding; project construction; and reporting and project close out. Employees in this position work with a high degree of independence and maintain regular communication with their supervisor and members of both the Community Programs and Education Teams, as well as the Science Team.

The Stormwater Project Manager position requires five years’ experience managing projects from development through implementation and closeout; and an ability to work collaboratively with communities, consultants, and contractors. Familiarity with stormwater retrofit projects, construction management, or other similar project management experience is preferred. The Stormwater Project Manager should have or be able to develop an understanding of current stormwater retrofit best management practices and stormwater management manuals (i.e. Ecology’s Stormwater Management Manual for Western Washington, the City of Portland Stormwater Management Manual).

There may be opportunities for cross-team collaboration including working with members of the Education Team and participating in on-water activities; working with the Restoration Team on projects with cross-team components; and other shared, cross-program efforts.

The position is based at the Estuary Partnership’s office in Portland with opportunities for hybrid work. The position requires regular travel throughout the Estuary Partnership study area and occasional early mornings, late nights, and/or weekend work. The position will require semi-regular travel to Ilwaco in summer and fall 2024 during construction of a large stormwater retrofit project.
