Pay Range: $34.10 - $43.25 per hour (CTP Pay Plan, C43 Step 1-13)

Hiring Range: $34.10 - $36.19 per hour (CTP Pay Plan, C43 Step 1-4 DOQ)

There is one Program Analyst II opening with the Yakima County Public Services Administrative Division. This position develops, implements, troubleshoots and maintains department’s software. Researches, analyzes and recommends how to interface complex County software programs to meet cross-divisional and overall department deliverables. Develops software training best practices and procedures, and trains department staff in department-specific and countywide programs.

There will be a written exercise as a part of the interview.

Note: This position is a Yakima County Public Services Department Clerical, Technical & Professional Employees Group Bargaining Unit Position.

Essential Duties:

Plans, develops, administers, troubleshoots and evaluates software applications across multiple divisions of the department. Analyzes current and proposed programs to determine if current level of technology meets the required standards. Prepares proposals for new technology (software and/or hardware).

Represents the Public Services Department when interacting with software vendors, Technology Services and department managers to ensure software applications meet divisional and departmental needs (e.g., Accela, Workday, CivicPlus, Tableau). Plans, schedules, and implements department software upgrades; ensures that department’s use of software applications are consistent and integrated with County software, procedures, policies and guidelines. Develops departmental standards and procedures for intra-County applications (e.g., CivicPlus).

Designs, creates, administers and troubleshoots data base applications to collect and store the department’s permit data. Writes queries and reports for internal and external customers’ data needs.

Responsible for increasing department-wide staff skill set for office applications (e.g., Microsoft Word, Excel, Access) by developing best practices, offering training, and addressing staffs’ various skill levels and needs. Responsible for overseeing, troubleshooting and providing “train the trainer” courses for more complex departmental software (e.g., Accela, Civic Plus, Tableau).

Represents and advocates for the Director on County-level technical advisory committees (e.g., County Web Policy Committee).

Works with users to provide support, technical assistance, and troubleshooting of software applications; determines need for and develops specialized spreadsheets, templates, menus and other specialized software-related work tools. Keeps abreast of technical changes in software and hardware applications.

Education & Experience:

Bachelor's Degree in Computer Science AND three (3) years of progressively responsible program experience including one (1) year’s experience in a training capacity; OR an equivalent combination of education and experience that provide the knowledge, skills, and abilities sufficient to successfully perform the essential duties of the job.

Required:

-valid WA State Driver’s License and proof of insurance, if requested;

-Microsoft Office Specialist Certification upon employment. Certification is required in the following programs: Word,

Excel, Outlook and PowerPoint; and,

-successful completion of a criminal background investigation and general employment verification.

Preferred:

-Microsoft Office Specialist (Master), Comp TIA A+ Certificate;

-certification in using: Access, Visio, and Project; and,

-Report Writer experience.

Equipment Used: computer equipment, printers, plotters, audiovisual equipment, motor vehicle, and standard office equipment.

Working Conditions: This position is rated as Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

Environment: travel, multiple work locations, and may be required to work outside of standard business hours as needed.

Physical Demands: bending, carrying, handling, lifting, pulling, pushing, reaching, sitting, standing, walking, fingering, balancing, crawling, kneeling, hearing, talking, and visual acuity.

Intellectual Demands: ability to multitask, ability to work under pressure, ability to articulate and communicate information in conversations, ability to follow written instruction, and ability to follow verbal instruction.

Knowledge:

-advanced level of knowledge of software programs including Microsoft products, integrated permit management

systems, records management systems, and financial applications;

-technical program development methods and techniques;

-advanced level of knowledge of hardware and software troubleshooting techniques;

-research methods and analysis techniques;

-customer service techniques;

-office practices and procedures;

-grammar, spelling and punctuation; and,

-terminology, laws, rules, regulations and policies governing area of assignment, and Software troubleshooting

techniques.

Skills (and abilities):

levels;

-communications, oral and written, sufficient to exchange or convey information and to receive work direction;

-identifying the need for and planning, creating, testing and implementing desk top software applications;

-developing training programs for, and instructing and training department staffs on, the proper use of the department’s

computer software applications;

-developing, implementing and maintaining department procedural guidelines for the use of software applications; and,

-problem solving and teambuilding.
