Four years of experience in public relations, communications, writing/editing, marketing, or a related field. Three years of supervisory experience strongly preferred. Excellent writing, speaking, and communication skills. Proficient skills in various business collaboration applications and software tools, i.e., Microsoft Office Suite and cloud-based sharing tools. Proficiency in Adobe InDesign, Photoshop, and Illustrator. Experience using Constant Contact and Canva highly desired. Ability to deal with multiple priorities/competing deadlines in a team setting. Experience working in government, union, labor-management, or education and training setting preferred. A satisfactory equivalent combination of appropriate experience and education as determined by the NYS Office of Employee Relations.Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience. Duties Description The role of the Employee Program Associate (Communications Manager) is key to ensuring the Partnership’s success as a critical workforce development resource for New York State agencies and their CSEA-represented employees. The Communications Manager manages the design and production of informational and promotional materials, including publications, video, and web design to promote Partnership programs and services. The incumbent also contributes to the Quality of Work Life (QWL) Grants Program and supervises a Program Assistant for Multimedia and three Field Associates charged with marketing programs and services statewide. Duties include, but are not limited to: Program Planning and Administration Plans, develops, and manages the Partnership’s communications program. Meets with Partnership management and program staff to develop a broad range of marketing approaches to support programs and services. Develops work plans in support of program development and marketing requests from Partnership staff. Manages the process for producing high quality video, print, and web publications which includes identifying audiences, writing engaging content, editing content to style and readability standards, creating effective design and layout, and leading development projects. Supervises and collaborates with the Program Assistant for Multimedia in the design and creation of promotional and web-based materials. Manages the Partnership’s Facebook and Twitter accounts. Develops content for catalogs, brochures, and social media pages; manages and reviews periodic activity reports; reviews newsletters; manages design layouts, production, and distribution of publications. Leads the Partnership’s marketing work group to enhance the promotion of programs and services to customers and stakeholders. Develops and manages timelines for marketing related to Partnership program development, implementation, and evaluation. Program Management Manages three Field Associates charged with promoting Partnership programs and services to CSEA-represented employees and labor and management representatives in all regions of the state. Develops strategies to effectively deploy Field Associates to maximize marketing of programs and services statewide. Leads QWL Grants Program, including development and dissemination of program guidelines to statewide stakeholders and oversight of internal administrative processes. Manages and finalizes QWL grant review and decision-making processes among Field Associates. Reviews outstanding inventory tag reports and follows up with Field Associates for required action. Materials Review and Evaluation Manages the internal process for the creation and review of electronic and print communications. Performs as a “clearinghouse” for Partnership materials prepared for internal meetings, classroom and online learning, employee information days, regional and statewide conferences, outreach activities, grant application proposals, and award nominations. Materials include displays, promotional items, brochures, training catalogs, curricula, manuals, newsletters, flyers, briefings, web content, and special projects. Reviews web and video content to ensure it is clear, coherent, and visually appealing.Written Communication Prepares written documents, including general correspondence, contracts, and other documents in support of organizational needs. Evaluates Partnership publications and communications to external groups to ensure quality and sensitivity in communicating to stakeholder groups.Interpersonal Communication Establishes rapport and builds trust among work groups and stakeholders. Communicates effectively with colleagues and stakeholders. Represents the Partnership at employee information days, conferences, and agency meetings, when required. Serves as liaison with OER and CSEA communications offices regarding Partnership programs and services. Demonstrates awareness of and sensitivity to cultural diversity.
