The Position: We are seeking to fill a Construction Project Manager position. We are looking for someone to manage assigned construction, remodel, renovation, and retrofit projects

The ideal candidate has:

Bachelor’s degree in Construction Management or Architecture

o Four additional years of directly relevant experience may be considered in lieu of required degree

Three years of construction or project management experience

o While these requirements are the traditional standards for developing the skills required for this classification, any combination of experience, training and education that demonstrate the ability to successfully perform the essential functions of the classification may be considered.

Valid Washington state driver’s license with an insurable driving record

What you will be doing?

Manage assigned construction, renovation, remodel and retrofit projects; conduct physical site inspections and prepare analysis of physical conditions; research issues including site conditions, relocation issues, accessibility and others.

Coordinate and supervise the management of construction projects including means and methods, material specifications, drawings, schedules and estimates. Develop project scope of work.

Prepare applications for funding; prepare RFPs, RFQs, and IFBs for consultant and professional contracts and services related to construction projects; research and develop scope of services needed. Manage and assist in the selection of professionals; prepare and execute service contracts.

Develop cost estimates and project budgets and schedules for construction activities; complete budget revisions as required to assure proper funding; analyze, approve and control pay requests and change orders from contractors and consultants.

Manage the preparation of specifications and related documentation required for public bidding; supervise and assist in the administration of the bidding process and related documentation.

Manage and control changes in project scope and cost; prepare project tracking reports and related information; negotiate design and construction contract changes and disputes.

May supervise and evaluate the performance of assigned staff; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions; plan, coordinate and arrange for appropriate training of subordinates.

Serve as liaison with SHA staff and resident groups; explain and monitor new and current construction projects within assigned areas; interpret and explain detailed technical information to others.

Assist builders, Realtors, City agencies and other property owners in acquisition processes; conduct physical site inspection and prepare preliminary recommendations.

Provide technical expertise, information and assistance to the Director regarding assigned functions; assist as needed in the formulation and development of policies, procedures and programs.

Coordinate construction work with various regulatory agencies, authorities and code compliance agencies.

Direct the preparation and maintenance of a variety of narrative and statistical reports, records and files related to assigned activities and personnel.

Communicate with other administrators, personnel and outside organizations to coordinate activities and programs, resolve issues and conflicts and exchange information.

Operate a computer and assigned office equipment.

Attend and conduct a variety of meetings as assigned.

Participate in the development and implementation of goals, work plans, performance measures and continuous improvement of service delivery. If a supervisor, facilitate the participation of staff to develop, implement, and continuously improve service delivery to ensure attainment of the core strategies and mission of the agency; coach and support staff in the development and implementation of work plans and/or initiatives working cooperatively and interdependently with others and all departments. Develop communication plans and establish tracking processes to ensure completion of initiatives and work plans which include linkage to employees’ performance evaluations. Work respectfully and courteously ell with other employees, follow directions, and work well under stress.

Attend all required training and safety meetings. If a supervisor, ensure that all safety and health rules, standards and procedures are observed; conduct monthly self-inspections of work areas and practices to eliminate potential hazardous conditions; arrange for, conduct and ensure that accident investigations of all accidents are formally reported on or within the next work day of when the accident occurred; monitor and enforce the agency’s Safety and Health Program, and actively support and participate in the Emergency Preparedness Program and tasks.
