JOB SUMMARY: Manages, organizes, implements, and supervises TVCCA’s Housing Services department. Works with the TVCCA administration to lead and implement a vision of housing services for New London County. The Housing Department provides a continuum of housing programs including rapid re-housing program for families experiencing homelessness, permanent supportive housing for singles and families who are homeless and permanently disabled, Case Management to ensure transition to and retention in housing placement, and administration of the HUD Housing Choice Voucher Program (Section 8). Duties include planning and directing program operations, establishing policies and procedures that are in alignment with program technical and contractual requirements, conducting/overseeing outreach activities, managing and monitoring program budgets, authorizing equipment and supplies purchases, developing annual work plans and budgets, and providing managerial supervision to program employees. The Director is responsible for the management of multiple grants and budgets. Must be comfortable working in a fast paced, deadline driven work environment; have the ability to multitask; and be able to manage multiple deadlines simultaneously. Must develop strong working relationships within the agency, community and state. The Director is responsible for reporting to both the TVCCA senior management team and funding sources. Must be comfortable in public speaking; serve as the public face of Housing representing TVCCA. Develop new partnerships and continue to work with existing community partners in New London County. Required SkillsQUALIFICATIONS:

Bachelor’s Degree in relevant discipline with a minimum of eight years of related work experience and at least four years of supervisory experience, or equivalent combination of education and experience.

Demonstrated experience in social services, knowledge of issues faced by homeless families and singles, especially the particular issues of those facing chronic homelessness.

Must have experience working with budgets and demonstrated knowledge of performance based contracts.

Strong computer skills required.

Ability to lead and manage multiple projects simultaneously with differing deadlines, reporting and funding source requirements.

· Must have strong decision making, organizational, and leadership skills.

· Must have strong communication skills, both verbal and written, and the ability to effectively converse with staff, management, customers, state officials, elected officials and federal grant staff.

Must hold a valid driver’s license and have reliable transportation to travel for business meetings, community meetings, and training events.
