Job Description:

Provide acquisition support and assistance to the SES-Level CMO Director, who is also the Head of Contracting Activity and Senior Procurement Executive.

Provide support on DARPA service acquisitions to ensure compliance with Federal statutes, the FAR, the DFARS, and DoD and Agency policies.

Provide support and assistance to the Senior Services Manager and Assistant Directors, Program Management (ADPMs) on acquisition strategy, requirements documents (e.g. Statement of Objectives (SOOs), Statements of Work (SOWs), Performance Work Statements (PWSs), and IGCEs), market research, contract formation and management, strategic sourcing, and performance-based acquisition.

Provide expert application of service acquisition policy written by the Director of Defense Pricing and Contracting (DPC), Undersecretary of Defense for Research & Engineering (R&E), Office of Management and Budget (OMB), and Office of Federal Procurement Policy (OFPP).

Provide analysis of pros and cons of various acquisition strategies to include FAR Part 8, 12, 13, 15, and 16 or interagency contracts (e.g., Government-wide Acquisition Contracts/Multiple Award Contracts).

Provide assistance and support on market research, to include RFIs, SSNs, and other applicable techniques, to improve communication with industry.

Provide support for benchmark service acquisition within the Agency and assist with leveraging best practices to break stovepipes within the Agency and recommend specific strategies that will result in tangible savings, whether time or money.

Develop, research, and conduct acquisition workshops and training sessions.

Develop, implement, and maintain standardized acquisition templates and guides for use by DARPA offices on an Agency-provided secure Sharepoint site and assist ADPMs and Program Managers with completion of required documentation.

Assist the Government teams throughout the acquisition lifecycle to ensure appropriate planning, reviews, documentation, approvals, metrics, monitoring, and reporting are completed to achieve results.

Develop and maintain a list of all Agency service acquisitions including the requiring office, contract number, agent, vendor, title, contract type, and end date.

Assist with the preparation of the annual Inventory of Contracts for Services (ICS) for submission to Congress.

Provide assistance on procurement cost and/or pricing issues and assist with development of IGCEs.

Assist in the development of RFPs, RFQs, Source Selection Plans, and Acquisition Plans.

Provide oversight, assistance, and quality control on creation of solicitation, award, and modification documents using Procurement Desktop Defense 2, or other similar contract writing system, as required.

Requirements :Experience:

Ten (10) years of federal services contracting experience

Education:

Bachelor’s degree

Degree in - accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization and management is preferred.

Certifications:

DAWIA Level III (or equivalent) and/or Certified Professional Contracts Manager (CPCM) is highly desirable.

Clearance Level:

Active Secret Security Clearance
