Job SummaryThis position works 37.5 hours per week. This position evaluates business personal property within the County for taxation purposes within the limits and bounds of Washington laws. The position allocated to this classification is responsible for evaluating personal property for tax purposes. Work is performed in the office or at times in the field as required. WHO MAY APPLY: This recruitment is open to all applicants meeting the minimum requirements. Priority consideration will be given to Spokane County employees in a position covered by the Master Contract. First consideration will be given to applicants working in the Assessor's office in a position covered by the 1553 Collective Bargaining Agreement (CBA); second consideration given to County-wide applicants in a position covered by the 1553 CBA; third consideration given to applicants covered by the Master Contract CBA; fourth consideration will be given to all other applicants.TOTAL COMPENSATION: $49,066 - $68,725 annually. Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices. Examples of Duties

Evaluates, using approved reference material, the assessment of all personal property including but not limited to: industrial, commercial, retail, medical, and agricultural machinery and equipment for taxing purposes.

Establishes new accounts; detects accounts which are delinquent, and evaluates personal property in active accounts by interviewing individual owners or their representatives to gather information on taxable personal property; by using approved manuals and reference material to determine taxable value.

Utilizes original equipment costs and applies depreciation using fair market value of taxable items to determine the assessed value of personal property.

Defends assessed values at the Spokane County Board of Equalization, State Board of Tax Appeals, and Superior Court.

Determines penalties in delinquent accounts in the office or field; establishes new accounts.

Assists the public in preparing proper forms.

Provides information, explaining rules and regulations established by the Dept. of Revenue for tax purposes.

Enters all data into database and files personal property forms.

Participates in small business workshops to assist in educating the public on tax related issues.

Performs other related duties as required/assigned.

Minimum Requirements

High school diploma or equivalent.

One (1) year of work related experience that includes a combination of education, training, coursework, and experience which provides the required knowledge, skills, and abilities to perform the work. .

Requires successful completion of coursework sponsored by the Washington Department of Revenue within six months of employment or at the first available class.

Possession of a valid Washington Driver's License at time of employment.

The County provides a $10,000 benefit for those represented by 492, 492CS & 492CL. This benefit is paid in full by Spokane County. Long Term Disability CoverageProvides an income protection benefit in the event of a long-term illness or injury at rate of 60% of income up to a maximum of $5,000 per month. Spokane County pays the full premium for this plan. Deputy Sheriff's receive a benefit through their union for disability.RETIREMENTRetirement Plan (401a)Spokane County employees are automatically included in the Washington State Retirement System. Both the employer and the employee contribute to the plan. This retirement plan provides a guaranteed lifetime monthly benefit once vested and eligible for retirement.Additional Retirement Plan Option (457b)Employees may supplement their retirement income and save money on taxes by participating in this optional County program. Roth (after-tax) option is also available through this retirement plan.VOLUNTARY BENEFITSAFLACSupplemental insurance is optional and is provided by AFLAC to help pay for benefits not covered by major medical insurance. The employee pays 100% of the premium.Travel AssistanceProvides additional travel protections anytime you travel more than 100 miles from home.
