Minimum Requirements for the Administrative Analysts positions:

Graduation from an accredited college or university with a bachelor’s degree in public or business administration, or a closely related field, and two or more years of professional experience as an Assistant Administrative Analyst, or an equivalent position

A master’s degree in one of the preceding fields may be substituted for one-year of the required experience.

Experience offering specific and substantial preparation for the duties of the position may be substituted for the required education on a year-for-year basis.

Knowledge, Skills, and Abilities:

Ability to communicate both verbally and in writing;

Ability to operate personal computers including the use of the Internet,

spreadsheet, database and word processing software;

Ability to comprehend and interpret complex written information;

Ability to research, organize, and analyze data from a variety of sources;

Ability to develop conclusions and make recommendations based upon evaluation of facts;

Ability to exercise initiative to complete assigned tasks;

Ability to perform mathematical computations; and

Ability to plan and organize work.

Examples of Administrative Analyst positions in the City of Long Beach, Health Department:

Homeless Services Bureau (HSB) – Administration and Operations

Will assist in coordinating, developing, inputting, and monitoring annual operating budgets, provide high-level administrative support to programs within the bureau, including the new rounds of State funding for Homeless Housing, Assistance and Prevention (HHAP) Programs, as well as overseeing all financial aspects related to the Homeless Services Bureau. Examples of duties include:

Work with bureau staff to coordinate, develop, input, and monitor annual operating budgets, including position allocation, memoranda of understanding (MOUs), estimates to close (ETC)/year-end projections, budget adjustments, and monthly analyses;

Prepare and monitor the performance of bureau budgets in a variety of funds and grants;

May monitor sub-recipient agencies to ensure compliance with state and county mandates;

Supervises Administrative Analysts IIs, Assistant Admin Analysts, and other administrative staff;

Provides training to staff, including trainings on financial monitoring, grant reporting and implementation, budgeting, and contractor oversight;

Assists in the creation of grant proposals and strategic planning for funding procurement and expansion;

Reviews Council Letters and personnel requests to ensure compliance with City requirements;

Develops and implements measures for evaluating bureau performance/accomplishments and policies and procedures for improving organizational effectiveness, especially as it relates to grant compliance;

Develop, compile, and analyze data, create reports, and make recommendations to improve department and bureau performance;

Independently develops and implements analytical studies;

Create reports to communicate the performance of multiple funds, projects, and programs;

Prepares and/or reviews purchasing requests, including exceptions to policy (ETPs) and requests for proposals (RFPs) as needed;

Prepares and/or reviews billings to funding agencies;

Performs other related duties as required.
