About the Indiana State Department of Agriculture (ISDA): The Indiana State Department of Agriculture (ISDA) was established as a separate state agency by the Legislature in 2005. Administratively, ISDA reports to the Lt. Governor, who also serves as Indiana’s Secretary of Agriculture and Rural Development. Major responsibilities include advocacy for Indiana agriculture at the local, state, and federal levels, managing soil conservation programs, promoting economic development and agricultural innovation, serving as a regulatory ombudsman for agricultural businesses, and licensing grain firms throughout the state. About the Indiana Grain Buyers and Warehouse Licensing Agency (IGBWLA): Created by the Indiana General Assembly in 1975, the Indiana Grain Buyers and Warehouse Licensing Agency (IGBWLA) administers the Indiana Grain Buyers and Warehouse Licensing and Bonding Law (Ind. Code chapter 26-3-7). IGBWLA’s responsibilities include the licensing and compliance of commercial grain operations that purchase grain from producers in Indiana. Today, IGBWLA operates as a regulatory division of ISDA with approximately 200 licenses issued to grain elevators, warehouses, feed mills, ethanol plants, soybean processors, and food-grade facilities. Collectively, these licensees operate over 325 grain facilities across Indiana and can store more than 630 million bushels of grain at a time. Role Overview: As the Director of IGBWLA you will serve as the decision maker and authority in the administration of the Indiana Grain Buyers and Warehouse Licensing and Bonding Law (Ind. Code chapter 26-3-7). You will oversee all aspects of the division’s statewide regulatory functions, including the licensing, cyclical inspections, and compliance of grain buying and warehousing activities in Indiana. You will be responsible for maintaining, developing, and continuously improving the division’s policies, procedures, and standards. Furthermore, your responsibilities will include managing the division’s operations, annual budget, and contractual relationships with third parties. In addition, you will be responsible for addressing potential and actual statutory violations as well as any questions or matters identified by division team members when implementing and enforcing the statute. You will also preside over administrative and claims hearings, assess fees and fines, issue final orders that may affect the rights of licensees or other businesses or individuals, and declare and process licensee failures in accordance with the statute. You will review, decipher, and contribute to legal documents and matters in conjunction with legal counsel on behalf of IGBWLA, and when necessary, provide testimony during legal proceedings. This role includes a heavy cross-functional component as the director works with other departments and offices within the State of Indiana, as well as federal and state authorities and industry leaders. You will also interact with the public on behalf of IGBWLA and ISDA and be a resource and liaison for industry stakeholders, organizations, and other constituents. The Director of IGBWLA also serves as the chairperson of the Indiana Grain Indemnity Cooperation Board of Directors (Ind. Code chapter 26-4). In that capacity, you will assist in the management of the Board’s functions and operations and organize and chair public board meetings and executive sessions in accordance with applicable law. This position is based in ISDA’s main office located in downtown Indianapolis and at times, will require you to travel throughout Indiana to fully execute all duties, responsibilities, and tasks. This position manages approximately 10 staff members, 2 of which are direct reports. This position requires a strong background in agriculture with grain marketing experience preferred. Candidates should possess excellent written and verbal communication as well as team building and management skills. Salary Statement: The salary for this position traditionally starts at $75,010.00 but may be commensurate with education or work experience. A Day in the Life: The essential functions of this role are as follows:

Plan, organize, direct, monitor, and participate in ongoing comprehensive development and implementation of specialized programs and development within the agency.

Determine, analyze, identify and implement long-range objectives and specifying the strategies, KPIs, and actions to achieve them.

Analyze operations to evaluate performance of the specific program or its staff in meeting objectives or to determine areas of potential cost reduction, program improvement, or policy change.

Interpret and explain in-depth and complex policies, rules, regulations, or laws to organizations, government or corporate officials, or individuals.

Develop and implement corrective action plans to solve organizational or departmental problems.

Prepare and present reports for approval, including those for funding or implementation of services to executive leadership.

Develop and oversee program financial or budget activities to fund operations, maximize investments, or increase efficiency.

Develop and monitor program requirements to ensure it meets federal and state policies and grants compliance.

Develop and supervise training of employees and consultants on program requirements and usage.

Develop, coordinator, and deliver communication plans and communications.

Preside over, or serve on, boards of directors, management committees, or other governing boards.

Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.

Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensure work adheres to quality standards, deadlines, and proper procedures.

What You'll Need for Success: The ideal candidate in this role should minimally have either

a Master’s Degree and 7+ years of experience, or a Bachelor’s Degree and 9+ years of experience, or

an Associate’s Degree and 11+ years of experience, or

at least 13+ years of experience applying the below, outlined knowledge, skills, and abilities in a similar role.

You must meet the following requirements to be considered for employment:

Extensive knowledge of the principles, practices, and techniques of a broad area of training and education, including texts and materials developed in the field.

Thorough knowledge of the agency or institution’s functions, operations, and purpose.

Considerable knowledge of experiential learning techniques.

Practical knowledge of laws, rules, and regulations governing mandated training within the agency.

Ability to develop, monitor and evaluate broad training programs.

Ability to plan and conduct seminars, workshops, and training sessions.

Ability to assemble training materials, including writing comprehensive manuals and assembling texts, films, slides, and characters.

Ability to establish effective and cooperative working relationships with trainees, other instructors, and the entire agency staff.

Effective communication skills.

Ability to keep current on new trends, philosophies, and available materials regarding adult education.

Ability to delegate work, set clear direction, and manage workflow.

Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skill sets.
