Education/Experience/Training:

- Bachelor's Degree in Public Administration, Social Work, Psychology, Criminal Justice, or closely related field; and

- One (1) years' office working experience, preferably in a criminal justice or legal environment; or

- Any equivalent combination of education, experience, and training totaling five (5) years.

Special Requirement:

- Must pass criminal background check prior to employment.

Desired Qualifications:

- Experience in a correctional, criminal justice, or legal setting;

- Familiarity with legal terminology and/or progression of cases through legal system;

- Experience with Automon, FullCourt Enterprise, and SCRAM System;

- Experience as a probation officer, detention or other law enforcement officer, prosecution or defense investigator, bail agent/licensee, or licensed counselor desired.

JOB SUMMARY

The Pretrial Support Specialist (Specialist) for the Cascade County Attorney's Office (CAO) performs a variety of court liaison, clerical, information management, and administrative duties related to the Pretrial Services Program, which includes daily collaboration with Cascade County's Pre-trial Service Program Provider. The Specialist is responsible for the collection, summary, and presentation of all data to measure the effectiveness of the risk assessment and diversion programs at the request of the County Attorney, the Cascade County Sheriff, or the Cascade County Board of Commissioners (BOCC) and will perform other related duties as assigned or required. The Specialist must meet and maintain implemented or required security approvals for employment with the CAO.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES

Acts as Case Manager for the Cascade County Pre-Trial Services Program, to include troubleshooting problems, creating procedures for managing cases, and generating customized reports to audit data entered into the Auto mon Database; Obtains and reviews criminal history, probation and pretrial supervision records, and other official records as necessary, to recommend risk assessment based on statutory bail criteria/factors; Monitors program numbers for capacity limits and contract maximums; Ensures payments for services ordered by the Courts are processed, tracked and reported properly; Ensures that violations of conditions of release are forwarded to the Court, prosecutor, and defense counsel for appropriate action; Develops and recommends goals, plans, and measurements of performance to ensure proper review of jail population and success of program, along with evaluation of data on diversion program effectiveness, including recidivism rates; presents these reports to the County Attorney, the Cascade County Sheriff and the BOCC, as requested; Monitors program for compliance with all relevant laws, Court rules, and regulations; Recommends appropriate corrective actions to ensure attainment of program objectives, accurate reporting, and compliance with regulations; Examines Public Safety Assessment Reports (PSA) for distribution to Court(s) to ensure accuracy of data and requests specific corrections from processors as needed; Collects data from various Court/legal and detention sources and enters data as appropriate into the Auto mon Database throughout each day; Works with, collects data/information from and enters data as necessary in the Auto mon Database, FullCourt Enterprise System and SCRAM Continuous Alcohol Monitoring System (SCRAM System); Reviews, researches, audits and documents Court orders, conditions of pretrial release, hearing dates, and other pertinent information related to defendants? court proceedings; Coordinates activities between pretrial service providers and the Courts to ensure proper supervision on conditions of release, including recognizing when reports of non-compliance have come in from the Pretrial Service Provider, and helping with any actions that need to be taken due to the n n-compliance; Attends hearings as necessary and documents results of those hearings for entry into Auto mon Database; Researches, assembles, and maintains current information for community resources as well as contact information for local agencies/organizations; Tracks and maintains a calendaring system for the Pretrial Services Program, which will track Court dates for all participants in the program; Handles highly sensitive law enforcement, confidential criminal justice information and personal information while maintaining and adhering to strict confidentiality policies, rules, regulations and standards; Performs other related duties as assigned or required.

Knowledge and understanding of:

Statutes (Montana Code Annotated), United States and Montana Constitutions, and other regulations as applicable to processes and procedures of District Courts; Court orders and related Court processes and procedures; Risk assessment tools for offender assessment; Social services in Cascade County and function of human service agencies; Standard bookkeeping principles and practices; Business arithmetic, statistics, and English composition and spelling; Computer programs such as Microsoft Word, Excel, Power Point, Outlook, Internet; as well as copiers, printers and multi-line phone systems; Auto mon Database and SCRAM System; Professional boundaries and decorum; CAO/County rules, procedures and functions; CAO/County safety rules, procedures and practices; Confidentiality laws, rules, policies, guidelines and practices.

Handle a wide variety and high volume of complex clerical and administrative support tasks concurrently while working under the pressure of fixed time deadlines; Establish and maintain professional and effective working relationships with judges, other employees and supervisory personnel, Pretrial Service Program Provider, external agencies, and the general public; Organize and coordinate a wide variety of materials, schedules, and supportive actions; Assemble narrative and numerical/statistical data and produce reports; collect and interpret statistical data; Interact and communicate with the public or other employees in a professional, respectful and courteous manner; Exercise sound judgment and decision-making skills within established policies and procedures; Prepare and maintain accurate, clear and concise reports, records and summaries; Make independent decisions, accept responsibility and be self-motivated; Engage in effective organization and time management, multi-task and maintain concentration during frequent interruptions to maximize efficiency and meet challenges with resourcefulness through original thinking and creativity; Communicate professionally and effectively, orally and in writing; Understand and follow oral and/or written policies, procedures and instructions; Work with individuals with varied and diverse backgrounds in an empathic, non-judgmental, respectful and professional manner; Proficiently operate a computer and achieve knowledge of additional computer applications as needed to complete required job duties; Adhere to, comply with
