Summary Located in the Under Secretary of State for Economic Growth, Energy, and the Environment, Office of Global Partnerships (E/GP). Serves as a Lead Program Analyst responsible for performing a range of operational program and management analysis activities to support assigned program initiatives of the organization. Manages the day-to-day activities of the team; and plays a leading role in coordinating Departmental and Office efforts to conduct private sector engagement and building partnerships. Responsibilities Leads a team of three Program Analysts in the accomplishment of organizational goals and objectives and for independently planning and leading a wide range of assignments that contribute to the accomplishment of the E/GP objectives. Leads the team in identifying, distributing, and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization; and makes adjustments to accomplish the workload. Analyses and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives. Responsible for developing, implementing, and monitoring sophisticated private sector engagement mechanisms that focus on the Office’s progress in executing long and short -range plans, implementing policies, and managing programs and partnerships. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience analyzing programs or processes to assess effectiveness and ensure successful implementation. Experience developing plans and objectives for the long-range implementation of administrative support programs and activities. Experience developing and managing Partnership Opportunities Delegations (PODs) and E/GP's partnership training program. Experience in the development and management of E/GP's public-private partnerships. There is no substitute of education for specialized experience for the GS-14 position.
