Join us as we digitally connect the world and shape the future.The RoleThe Senior Program Operations Manager is responsible for and accountable to the Senior Director of Federal Programs for all planning and execution tasks for all assigned programs and projects. The position directly leads program management for several large, assigned programs to include Internet Service Provider and Security Services (ISPSS), DoD Integrated Phone System (DIPS), and several Defense Advanced Research Projects Agency (DARPA) Projects. In addition, the position works closely with the Lumen Innovation Center to incubate new and emerging technologies/capabilities and align them with emerging customer requirements to enable sales opportunities to grow and expand the current DoD portfolio. Position ensures the full spectrum of program management tasks are executed. Provides leadership and guidance to contractors, matrixed staff, and implementation teams to ensure all program activities and projects perform to cost and schedule. Ensures timely escalation of issues as required. Ensures development, accuracy, and timely delivery of all contract deliverables. Ensures integrated master schedules exist and are up to date for all programs. Oversees quoting and ordering activities in SAP and approves procurements within assigned approval authority. Directs the activities of contractors and matrixed staff to implement and sustain all awarded services. The position is also responsible for program planning and development of supporting content and cost information for proposals and business development opportunities. Incumbent works closely with the Director of the Lumen Innovation Center to track numerous spiral development and proof of concept projects involving new and emerging technologies and concepts and helps match them to emerging customer needs and then works with Sales, Capture, and Business Development to enable new sales opportunities.The Main Responsibilities Lead and Direct program management and execution of all assigned programs to ensure implementation and delivery of services on time and within budget Develop and maintain key teaming and collaboration relationships with Sales Directors, the Director of the Lumen Innovation Center, and senior level customer leaders to facilitate new technology sales. Provide oversight, coordination, and effective escalation actions to solve issues and problems with assigned programs and projects Coordinate/collaborate closely with customers using a holistic approach to continue development and enhancement of programs and services Effectively lead engagement of the larger matrixed ECO team members to ensure timely implementation of services on all assigned programs Track forward progress of various DoD projects in development in the Lumen Innovation Center and help transition successful projects to the Program Management Organization Review and assist in the development of Request for Engineering Change Proposals, Request for Proposals, Statements of Work, and Request for Information to ensure responses are compliant and competitive Compile data and present comprehensive program reviews to internal and external customers to include presentations to internal and external executive level leadership Understand Government contracting requirements and ensure contract deliverable line items are met Provides Lumen’s senior leader interface to customer on contract performance and service-related issues, resolves conflicts, and prioritizes response actions. Manage complex spend plans and ensure all aspects of assigned programs are operating within established budgets Assess and mitigate operational risks and issues and escalate as required Develop and implement methodologies, procedures and systems to manage quality and measure success of assigned programs Ensure the timely and accurate delivery of all assigned weekly, monthly, quarterly, semi-annual, and annual contract deliverables.Skills Strong communications and interpersonal skills required for engaging front line vendors, customers, and internal stakeholders at the senior leader level Strategic visionary with strong technical skills across the entire spectrum of telecommunications and networking areas Ability to effectively present project status to customers and leadership to include technology initiatives in various forms Ability to work effectively in a matrix team environment and contribute to overall team success through cooperation and collaboration Ability to build a constructive team spirit where team members are committed to the goals and objectives of the team Ability to adapt to change and effectively solve for solutions and alternatives in a fast-paced fluid development environmentWhat We Look For in a CandidateEducation and Experience: Bachelor of Science degree in Telecom or IT related field and at least 10 years’ experience leading teams or managing programs and projects General job experience that includes consistently increasing levels of leadership and scope of responsibilities overseeing technical projects and management Experience working with and directly supporting DoD customers and their unique mission requirements Specialized experience which includes demonstrated ability to provide guidance and direction, proven expertise in the management and control of funds and resources, and demonstrated ability to manage multiple tasksOther Requirements US Citizenship required Secret clearance Must maintain eligibility requirements for access to classified information (applicants selected will be subject to a government security re-investigation) Information Technology Infrastructure Library (ITIL) Certification Project Management Institute Program Management Professional (PMP) CertificationCompensationThe starting salary for this role differs based on the employee's primary work location.
