Concern Housing is seeking a Financial Case Manager who will be responsible for providing financial management services to clients residing in Supported Housing. The role is multi-focused and includes assistance with rent collection and monitoring, establishing and maintaining eligibility for benefits, and providing budgeting education and support to tenants to help improve their financial literacy skills.

Location: Medford, NY
Schedule: Monday-Friday; 9am-5pm
Salary: $55,000/yr.
Duties and Responsibilities:
Assess client need for financial income and assist in establishing and maintaining eligibility for benefits, including applications for Supplementary Security Income based on disability and Public Assistance benefits. Assist with appeals and fair hearings related to tenant benefit eligibility.
Liaise with the Affordable Housing Compliance Specialist and program staff regarding initial, interim and annual recerts to help ensure timely completion and compliance.
Work with the Rep Payee Specialist to coordinate admission and administration of tenants enrolled in the rep-payee program. Submit paperwork to local SSA offices for Representative Payee status and notify SSA of any participant changes that would affect their benefits. Complete “Representative Payee Report” for each participant annually.
Coordinate receipt and recording of SSA benefit checks and related account disbursement in conjunction with Concern’s Rep Payee Specialist, including rent, bill payment and Personal Needs Allowance (PNA) distribution.
Work with program staff to track rent payments and arrears documentation in NetSuite.
Monitor AR balances for accuracy and delinquency and conduct follow up phone calls for non-payment. Further engage clients when arrears are not being paid off. Prepare repayment agreements as necessary.
Assist tenants with financial assistance applications where needed (One Shot Deals, Emergency Rental Assistance, etc.)
Provide rent payment support and assist collection of accurate information for monthly AR reporting.
Work closely with Program Directors on any rent arrears cases that may require referral for eviction proceedings.
Assess clients for financial literacy and provide individual and group education around appropriate money management and budgeting skills.
For clients involved in education and employment service goals, provide relevant guidance and support around entitlements eligibility and reporting.
Maintain documentation to the standards defined by regulators, funders and Concern Housing policies and procedures.
Remain current with all Agency required compliance documents and trainings.
Requirements: High school diploma or equivalent and four year’s paid human service experience OR Associates’ degree in human service-related field and three years paid human service experience OR Bachelors’ degree in human service-related field and two years paid human service experience.
Demonstrated knowledge of community resources, including Social Security, Public Assistance, and Medicaid insurance systems. Ability to work cooperatively and effectively with culturally diverse clients, staff, and community service providers. Strong computer skills required.
NYS motor vehicle license, safe driving record, and availability of personal vehicle for work preferred.
