Job DescriptionIn order to be considered for this position, candidate must be serving permanently in the title of Administrative Staff Analyst or be reachable on the Open Competitive list for Administrative Staff Analyst Exam #9058 or eligible under the 55a program. Reporting directly to the Deputy Commissioner of Human Resources and Facilities Management (HRFM), the Executive Director of Workforce Development will collaborate with executive staff and hiring managers in the development of recruiting strategies to attract and retain a diverse workforce. Supervise recruitment staff. Coordinate and implement college recruiting initiatives. Enhance school networks that align with recruiting objectives, and foster relationships with school administrators. Partner with Department of Education CTE Schools. Manage the myriad of City, Agency, CUNY, and other school internship programs, including all the programs offered by the Department of Youth & Community Development (DYCD). Create a pipeline training/apprenticeship program for advancement to prevailing wage positions in DOT’s operating divisions. In coordination with DOT’s Labor Relations Office, petition DCAS and OLR to establish joint agency/union apprenticeship programs. Collaborate with industry organizations and increase outreach to organizations which represent populations who are underrepresented in various titles. Pursue opportunities to partner with the Mayor’s Office for Workforce Development. Work with Executive and other Divisions to implement agency diversity goals and objectives. Review industry best practices to gamer new approaches and procedures that can continuously fine tune agency recruitment activities. Perform analyses and cultivate solutions to recruitment difficulties.Manage Recruitment & Classification staff. Serve as liaison to Department of Citywide Administrative Services (DCAS) on matters pertaining to classification of agency specific titles and the development of civil service exams. Manage the structured hiring process from pre-posting through the final hiring decision. Manage all internship and fellowship programs, including recruitment, placement, and onboarding. Oversee career counseling for Agency employees, including group sessions on civil service and career development. Oversee and disseminate personnel communications sent via email and intranet. Administer the Agency's performance evaluation process, including management of the ePerformance system. Prepare periodic reports for DCAS and other governmental oversight agencies and offices. Create and audit Ad-Hoc and canned CHRMS Reports to ensure data integrity. Coordinate and collaborate within HRFM’s units; Research and submit assignment differentials for approvals to the Office of Management and Budget (OMB). Handle special projects as needed.Qualifications

A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
