The Education, Partnerships, and Volunteer Section (EDPV) provides statewide formal and non-formal educational programs and activities to CPW customers (internal and external) and constituents (hunters, anglers, outdoor recreationists, schools, etc.); develops organizational statewide partnerships with internal and external interest holders(participant recruitment and outreach, resource conservation, education, etc.); and recruits, trains, and coordinates the use of volunteers statewide in a variety of activities and programs relating to Colorado’s wildlife, outdoor recreation resources, and the management of those resources. The ten statewide programs within EDPV are: Formal Education, Archery in the Schools, Volunteers, Partnerships, Hunter Education, Hunter Outreach, Angler Education, Wildlife Viewing, Interpretation, and School Programs.Description of JobThis position connects community resources with business needs. It bolsters a wide range of priorities for the agency through volunteerism, including park management, habitat and conservation work, community science and research, wildlife surveys, education and interpretation, hunter education, angler outreach, customer service, and more.This position serves as a professional administrator, support and resource for the Statewide Volunteer Coordinator, regional volunteer coordinators, 300 staff supervisors, and 4,500 annual volunteers. They help ensure smooth operations by assisting with recruitment, training, scheduling, communication, retention, and administrative tasks, ultimately aiming to enhance the effectiveness and impact of volunteer programs statewide.The nature of this position is technical and complex, offering professional knowledge, support for staff and volunteers across Colorado, and creating and maintaining processes and resources. Functions as the assistant to the Statewide Volunteer Coordinator and is the first point of contact for volunteer related inquiries. This position interprets volunteer program policies and procedures for volunteers and staff. Specific job duties include but are not limited to: Volunteer Program Administration and OperationsCommunicate with both internal and external interest holders, recruit, retain, recognize, evaluate and reactivate volunteers to accomplish mission-critical work.Communication Lead:

Primary provider of customer service to internal and external interest holders via volunteer email account and phone lines.

Lead the creation, formatting, and distribution of monthly volunteer newsletters and support Statewide Coordinator with program updates for staff supervisors.

Manage volunteer social media account.

Provide day-to-day advice and support to volunteers and staff supervisors across the state, in conjunction with regional and statewide volunteer coordinators. Elevate higher-level issues to the Statewide Volunteer Coordinator.

Volunteer Recruitment:

Lead recruitment of a variety of statewide volunteer roles, such as volunteer hosts and events such as the International Sportsmen’s Expo.

Develop, implement, and advise staff on recruitment strategies, resources, and workflows.

Support pilot programs and help evaluate, operationalize, and expand those that are successful.

Volunteer Recognition and Retention:

Coordinate recognition and retention strategies for volunteers following agency procedures and directives, and within guidance set by the Statewide Volunteer Coordinator.

Propose and implement new recognition and retention efforts.

Evaluation:

Develop and implement annual volunteer and staff surveys with oversight from the Statewide Volunteer Coordinator. Analyze results and produce annual reports, making recommendations for improvement.

Track and amplify volunteer data, impact, stories, and outcomes.

Volunteer Engagement Software – Administrative

Ensure volunteer engagement data and records are regularly and accurately recorded.

Prepare information and reports to inform statewide coordinator on volunteer engagement and participation. Track information over time to determine trends and effectiveness.

Volunteer Uniforms:

Manage volunteer uniform program. This includes acting as the primary contact for vendor(s), submitting orders to vendors, managing uniform budget, fulfilling requests from staff, and managing item inventory.

Maintain and Help Develop Resources:

Formulate, update, and maintain standard operating procedures, volunteer program resources, and online file systems with guidance from the Statewide Volunteer Coordinator.

Equity, Diversity, Accessibility, and Inclusion (EDAI):

Assist with continuous improvement in equitable, diverse, inclusive and accessible practices and policies to make engaging with our agency as welcoming, sensible, meaningful, and usable as possible.

Training and Technical AssistanceAssist Statewide Volunteer Coordinator in planning, logistics, and implementation of training and technical assistance efforts. Statewide Volunteer Coordinator leads the overall vision, strategy, and content. Facilitation may be shared.Volunteer Engagement Software – Training and Management

Serve as a subject matter expert on the volunteer engagement software and act as a resource for staff and volunteers in effectively utilizing all the available tools and resources.

Act as the first point of contact for common questions, tips, feedback, and guidelines.

Staff Training and Support:

Assist with logistics, implementation, and follow up tasks for trainings for temporary and permanent employees who work with volunteers.

Coordinate continuing education and professional development opportunities, and support creation of training programs for staff.

Volunteer Training and Support:

Help design, implement and maintain training resources for statewide volunteer roles.

Coordinate continuing education and professional development opportunities for volunteers.

Purchasing and Financial Management

Responsible for administrative support for financial and purchasing processes for the Statewide Volunteer Program, including:

Helping solicit bids from vendors

Requisitions and helping negotiate contracts for goods and services

Creating purchase orders

Ensuring compliance with fiscal rules

Making payments through the state accounting system, Colorado Operations Resource Engine (CORE)

Allocating monthly credit card transactions.

Understand, interpret, and keep informed of fiscal, procurement, and personnel rules to provide technical advice, clarification, and guidance to the Statewide Volunteer Coordinator. Includes being a liaison with CPW/DNR purchasing and accounting personnel.

Assists with in state and out-of-state travel arrangements and processes travel reimbursements.

Conditions of Employment

State of Colorado residency is required at the time of application.

Must possess and maintain a valid state of Colorado driver's license if operating a State vehicle.

Background Check (criminal, driving, sex offender)

May travel 3-8 times per year for trainings, meetings, field visits, outreach events, and volunteer projects. Occasional overnights included.

Must be able to work from CPW headquarters office at least once a week. Otherwise, position is open for negotiation around telework/flexplace work agreements.
