May manage projects or processes with general supervision. Communicates with contacts inside and outside of own department to explain and interpret operational processes, practices, and procedures. Recommends enhancements to systems and processes. Works to achieve operational targets for specific programs and projects with moderate impact on departmental results. Essential Functions:
Directs all phases of programs from inception through completion.
Drives program execution in order to achieve key business and financial objectives for orders, revenue recognition, operating income, and free cash flow for new, continuing, or current programs.
Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs.
Supports negotiation of contract and contract changes.
Supports preparation of proposals, business plans, performance Statement of Work (SOW) and specifications, operating budgets and financial terms/conditions of contract.
Acts as primary contact for IPTs using common inventory
Leads program review sessions with leadership to discuss cost, schedule, and technical performance.
Establishes design concepts, criteria and engineering efforts for product research, development, integration and test.
Expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocating resources or changing contractual specifications.
Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.

Qualifications:
Bachelor’s Degree in a technical field (e.g., Engineering) and a minimum of 6 years of prior related experience or Graduate Degree in a technical field or equivalent with a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.
Preferred Additional Skills:
Experience with an Integrated Project Team (IPT) structure, Risk and Opportunity Management, P&L responsibility, and team leadership.
Experience with DoD contracts and IR Sensor manufacture/test
Strong written and verbal communication skills. Proficient/Expert in MS Project, Word, Excel, and PowerPoint.
