Responsibilities include, but are not limited to the following:

-Help project managers prepare agency bid documents and submit bids per outlined guidelines.

-Provide project administrative management of awarded contracts (quantity tracking, material procurement, equipment utilization, labor tracking).

-Coordinate with Construction Manager and field leadership, establishment of project objectives, procedures, schedules, and performance requirements.

-Maintain documentation of quantities and value of work estimated/completed to support forecasting for future project performance in HCSS tools.

-Provide ongoing support to Construction/Operations for efficient and profitable execution of work including scheduling, procurement, and change order/supplemental work processes.

-Monitor/Manage subcontractor’s work.

-Partner with Contract Administrator to review and process financial aspects of contracts (ie: billings, subcontract payments, material payments, collections, etc.)

-Troubleshoot and problem solve situations/problems (material quality, equipment operations, material quantity discrepancies).

-Monitor and discuss production problems with co-workers and managers/supervisors.

-Build and maintain relationships with agencies and community leaders.

-Help project managers with material takeoffs for bids.

-Ensure that work in progress conforms to specifications, is of high quality, and adheres to schedules.

-Review proposal specifications, drawings, pre-bid meetings and visit project sites to determine scope of work required in preparing bid/estimate proposal.

-Help project managers determine labor, equipment and material requirements to complete project and use information to prepare bid/estimate proposal.

-Other miscellaneous duties as directed by supervisor.

Minimum Qualifications:

-College degree in CEM or related field required

-Strong Computer skills required - fluency in Microsoft Office, experience with HCSS Heavy Bid / Heavy Job, Bluebeam, Agtek preferred.

-Good communication skills, both verbal and written.

-Must have good math skills and the ability to organize and prioritize work.

-Basic survey skills and the ability to read plans and specifications.

-The ability to work well with others as a team and handle pressure and stressful situations positively.

-Must have a strong commitment to quality, customer satisfaction, and safety.
