Hiring Operations Manager

Summary
The Resource Conservation District of Monterey County (RCDMC) seeks to hire a ½ to ¾ -time Operations Manager (OM) to join the RCD of Monterey County team. The OM will be a key part of the organization and will help to implement the RCD’s Vision and Strategic Plan, as directed by the Board of Directors. The OM will oversee the day-to-day operations of the organization, including finance management, office management, technology integration, human resources, the safety program, organizational compliance, and procurement and contracting. The OM will analyze and improve organizational processes to improve quality, productivity, and efficiency. This position will be part of the RCD Leadership Team and reports to the Executive Director. The OM will lead the RCD Operations Committee and administrative Team, overseeing both the Finance Manager and Programs Assistant. The OM will be a Regular employee of the RCD, with full benefits and Exempt status. The position requires the OM to be in the office at least 2-3 days/week, with an opportunity for remote work other days. The position can increase to full-time as our dynamic organization continues to grow in response to our county’s natural resources needs. Primary responsibilities:
Human Resources/Operations
Support the recruitment, hiring, and orientation of employees
Manage enrollment and reenrollment of benefits for all staff
Lead Operations Committee, manage workflow processes and improve organizational efficiency
Oversee office management
Develop, implement, and review operational policies and procedures with Operations Committee and Executive Director support
Manage records and respond to information requests to ensure compliance
Monitor legal and regulatory processes and requirements for compliance.
Administer the Injury and Illness Prevention Program and track safety and compliance
Help promote an organizational culture that encourages top performance and high morale
Organize, facilitate and track staff and board member mandatory trainings and professional development (both budgeting and opportunities)
Assist Executive Director with locating new office space to adequately support our growing team; become liaison to building maintenance staff
Track staff professional development
Supervise Finance Manager in budget, invoice, recordkeeping, file management
Supervise Programs Assistant in website content, communications, outreach, fundraising, and events
Financial and Grant Support
Serve as ‘grants guru’: oversee the setup and closing of grants and other funding sources. Provide grant administration and invoicing support as needed
Lead acquisition, implementation and ongoing management of project management and budget tracking system
Refine, implement and oversee adherence to project and grant management Standard Operating Procedures for the RCD
Provide procurement and contracting support to staff for consultant and construction contracts following the Board-approved procurement policy and RCD Operating Procedures. Ensure the accurate updating and filing of all contracts.
Support the Executive Director and Finance Manager in Annual Budget preparation and review. Assist with the annual audits as needed.
Other
RCD of Monterey County employees are expected to be flexible and to take on additional duties as assigned, according to the organization’s needs and the staff member’s skills and abilities.
Qualifications
The successful candidate for the position of Operations Manager will have the following qualifications:
Minimum of a bachelor’s degree or equivalent training
At least 8 years professional experience with at least 3 years in a management-level position in a non-profit/related field
Demonstrated experience in organizational/resource development, personnel management, and financial/budget administration
Ability to take initiative, think creatively, and problem solve to develop new systems and procedures to streamline RCD operations
Proficiency in Microsoft Office Suite, QuickBooks Online, and document management tools such as Adobe Acrobat and DocuSign. Database management skills desired.
Highly organized with attention to detail
Ability to work independently or with a team (including leading a team) to coordinate multiple, diverse projects, set realistic deadlines, prioritize tasks, and manage timelines
Strong interpersonal and communication skills
Excellent written and verbal skills
Flexibility to work according to the organization’s needs
Willingness to learn and grow with the organization
Strong commitment to the environment and community
Supervisory and workplan development experience

Position Information:
This position will report to the Executive Director and initially supervise other members of the Administrative Team: the Finance Manager and Programs Assistant. The position will be Regular (over 50% time) Exempt and eligible for benefits, starting at 3/4 time with potential to grow to full-time. Financial compensation will be based on experience and qualifications and benchmarked to the local rate for 2024 GS 11-12 (starting at $44 - $52/hour).
