I. Purpose of Job

Under general supervision, coordinates activities between the Mental Health Court and participants in the Recovery Court Mental Health Program. Duties and responsibilities include supervising a caseload of adults to ensure the rules and court orders are followed, monitoring progress during probation, meeting with participants in their homes, performing crisis intervention, teaching life skills to participants, preparing recommendations and referrals, setting court dates, receiving payments, preparing reports, maintaining records, and other tasks as necessary and assigned.II. Essential Job Duties

A. Candidate Assessment

-Uses the TNRAS and ASAM assessments to determine eligibility of candidates for program services.

-Prepares recommendations concerning participants appearing or reappearing in court; prepares and executes referrals to other agencies for services needed by the participants and occasionally their families.

-Oversees the facilitation of risk/need and substance abuse assessments commonly recommended for misdemeanor offenders including (but not limited to) Ohio Risk Assessment (ORAS), CEST, RANT, Mini Mental Health screens, and Addiction Severity Index (ASI).

-Ensures the completion of Client Evaluation of Self at Intake to measure progress of participants.

-Performs six-month reviews of all participants to monitor progress in abiding by rules of probation and court orders.B. Individual Caseload Management

-Supervises a caseload of adults placed in the Recovery Court Mental Health Program to ensure adherence with rules of probation and orders of the court.

-Coordinates activities regarding participants with law enforcement officials as necessary.

-Ensures meetings are conducted with clients based upon their Risk/Needs level within the program.

-Ensures clients are aware of classes scheduled and notifies the Case Manager Supervisor when clients are in need of new classes.

-Provides guidance and counseling, support, and crisis intervention as needed.

-Communicates with participants and authorized family members as well as supervisors, treatment team, medial providers, community agencies, and other individuals as needed to coordinate treatment modalities and assess ongoing progress.

-Creates individualized treatment plans to address participants' needs.

-Interacts with family members of Recovery Court participants to obtain information, explain legal actions, status of program progression, sanctions, treatment recommendations, inpatient hospitalization, outside referrals to treatment facilities, etc.

-Attends court hearings to provide testimony regarding participants and offenders, make recommendations regarding the level of supervision, changes in status, revocation, etc. of misdemeanor offenders and partisans in their caseload, prepares and executes referrals to other community agencies for services needed by participants, acquire additional offenders as assigned by the Judge, etc.

-Maintains records on participant activities and inputs into CSS within three business days of meeting or communication with client.C. General Recovery Court Coordination/Management

-Facilitates group meetings related to life skills, self-esteem, critical thinking, support groups, etc.

-Sets court dates and attends various courts as necessary; attends Recovery Court as scheduled and participates in the Review Team process before Recovery Court.

-Monitors drug screen results and ensures all positives are referred to the counselor or appropriate LADAC.

-Adds all positive drug screen results to the next court docket to be addressed by the treatment team as a treatment adjustment or sanction.

-Ensures client sanctions and incentives are fair and equitable; refers clients with excessive sanctions to appropriate clinicians.

-Plans, organizes, and directs operations and activities of the Recovery Courts Department; establishes various goals and objectives for the department. Enforces rules, regulations, policies, and procedures.

-Plans, develops, coordinates, implements, and evaluates a variety of Adult Recovery Court programs for individuals assigned to such programs by the courts, ensuring adherence to applicable federal, state, and local laws and regulations, and establishing policies, procedures and standards.

-Guarantees support and crisis intervention as needed, 24 hours a day, 7 days a week, for participants of the programs.

-Ensures the proper maintenance and updating of all participants' files and audits them to ensure compliance with existing regulations and standards.D. Communication and Outreach

-Participates in community outreach activities with outside employers, employment agencies, service companies, and housing agencies to aid in finding work and living accommodations for participants in the Recovery Court Mental Health Program.

-Communicates with supervisor, employees, other departments, county officials, law enforcement personnel, judges, court officials, family members, lawyers, therapists, the public, outside agencies, and other individuals as needed regarding the participants' activities or to coordinate work activities, review status of work, exchange information, or resolve problems.

-Serves as liaison between County and local, state or federal agencies or programs involved with issues pertaining to recovery courts; confers with program or agency officials, attends meetings and provides input based on correction and public administration expertise, reviews literature and other information, and applies acquired knowledge and information to needs of department programs or projects.E. Administrative Duties

-Create requests for proposals for new services, equipment, and supplies as needed for the efficient operation of the Recovery Court Department.

-Ensures proper receipt of payments for court costs, fines, and program fees when necessary, and assures the funds are properly deposited and accounted for.

-Oversees the purchasing process for the department and works with Finance on proper administration of payments for purchase orders, disbursements, and other financial activities.

-Prepares and submits annual budget proposals; administers budget, ensuring proper general ledger monitoring, and processing of accounts payable and receivable; reviews all contracts entered into by the department pertaining to community-based issues, and advises county officials based on correction and public administration expertise.

? Researches and writes grant proposals to fund current or new programs; may solicit assistance from other employees or departments to obtain available government funding for various programs and projects administered by or through the division; administers grant appropriations, maintaining records and an accounting and auditing system, preparing reports for submission as required by funding authorities; maintains files of grant sources and supporting data.

-Reviews, develops, and implements policies and procedures as necessary to improve department efficiency and ensures that established policies, procedures, and programs are planned and implemented in accordance with needs of the community relative to budgetary limitations, and according to directives of the state authorities.F. Professional Development and Accountability

-Maintains an awareness of new trends and advances in the profession; reads professional journals and legislation.

-Maintains professional affiliations; attends association and professional meetings, workshops and training sessions as appropriate.
