Applies knowledge of contracts, plans, and specifications, applied studies means and methods, scheduling, financials, and problem solving to manage scope, schedule, budget, quality, safety, and change management. The PM facilitates running of projects on a day-to-day basis verifies that the project produces the required deliverables of high quality, within the specified schedule and budget and to achieve the benefits defined in the project charter and execution plan.Job Title: AS&T Project ManagerLocation(s): Grand Junction, COStatus: Full-TimeFLSA: ExemptHiring Range: 94,000.00 - $120,000.00 per year.(The anticipated starting salary is based on the posted minimum requirements for this position. The offered salary will be based upon the selected applicant’s education, training, and experience.)This position is required to travel up to 20% of the time.Essential Duties and Responsibilities

Responsible for work procedures, scheduling, cost control, project specification conformity, project conformance to national, local and/or company standards and DOE Directives and Orders, and the maintenance of accurate records.

Assist scientists with development of project charters and project management plans including objectives, scope, schedule, budget, and risk documents, as well as quality, communication, and acquisition strategy planning.

Conduct Integrated Project Team meetings and assist scientists with management of internal and external subject matter experts in project planning and development.

Work with each AS&T scientist to ensure all project requirements are understood, planned, budgeted, and implemented. Support development of basis of estimate, schedules, and lifecycle cost baselines in support of annual budgets.

Write and review technical reports.

Prepare Risk Registers, analyze and quantify risks, and present to senior management.

Participate in routine meetings with stakeholders including federal, state, and local regulators.

Work with internal and external subject matter experts to ensure that technical and regulatory issues are successfully addressed and resolved. Ensure environmental compliance requirements are met prior to each project execution.

Coordinate with the AS&T Project Coordinator in management of field execution of projects. Review plans and schedules for field work and support planning and execution of pilot studies, drilling activities, sensor deployments and the collection and QC of the data, sampling of soils, vegetation and water, lab work including soil preparation and analysis, internship activities.

Manage procurement and contracting actions including but not limited to material/subcontract procurement, serving as technical monitor for Purchase Orders, and managing changes to subcontracts scope/schedule/budget.

Oversee subcontractor schedule and performance, as requested act as Procurement Technical Monitor, and work closely with staff regarding subcontractor and vendor oversight/administration and procurement of subcontracts, equipment, and materials.

Develop and implement solutions, including assessing alternatives and preparing work plans, and managing the development of proposals, cost estimates, and specifications.

Manage issues and project change to ensure successful and on-time project delivery.

Train and mentor junior staff and field staff.

Other duties as assigned.

Required Education and Years of Relevant Experience

Bachelor’s degree in Soil Science, Biology, Ecology, or related field.

5 years of relevant experience.

Licenses and Certifications

Valid Driver’s License

Project Management Professional certification preferred.

Other Project Management certification/training preferred.

Required Skills and Abilities

A strong understanding of Earned Value Management to accurately report project status and schedule.

Working knowledge of Life Cycle Baseline budgeting and planning.

Familiarity with FAR/DFAR requirements.

Understanding of DOE Orders, policies, and procedures on how to conduct work.

Knowledge of technical and regulatory competencies to manage and communicate work performed by AS&T staff.

Capable of developing a critical path schedule.

Experience in successfully completing projects safely, with high quality, and within schedule and budget.

Self-motivated, with a passion for excellence and taking initiative.

Commitment to safety, ethics, and integrity.

Team player with the ability to work independently to meet deadlines, goals, and objectives.

Demonstrated organization and time management skills, and attention to detail.
