Manager Transportation Revenue Programs (Revenue Recovery)
DescriptionResponsibilitiesReporting to the Assistant Director of the Toll System & Revenue Mgt. Division, the selected candidate will be responsible for addressing the array of operational, technical, business, financial and legal issues involved in the planning and implementation of the All-Electronic Tolling (AET) system at the Port Authority vehicular crossings, as well as ongoing operation and systems oversight after implementation. Initial responsibilities include managing a team of consultants and PA staff to complete installation of the new AET system and to transition existing toll collection operations to it. Subsequent responsibilities include managing system oversight and operations, including upgrades. Specific tasks include:
Overseeing staff and consultants who monitor the system to identify and drive resolution of performance issues
Coordinating with toll system contractors to identify system failures, determine remedial actions and determine implementation strategies.
Identifying AET system improvement opportunities and developing transition plans, to reduce costs, and improve traffic flow, safety, air quality and environmental benefits, etc.
Preparing detailed cost-benefit analyses for future tolling system reinvestments.
Working withGovernment, Marketing and Facility staff in developing and implementing appropriate outreach and communication to customers, media, elected officials, and key stakeholders within the region for tolling maintenance and technology projects.
Overseeing staff and consultants in reviewing the design of new initiatives.
Monitoring the budget and schedule of each initiative.
Developing and maintaining a dashboard showing the health of the toll system.
Preparing the unit budget and monitoring costs in relation to it.
Providing weekly, quarterly and ad hoc reports to department executive management.
Qualifications:Candidates must present the following qualifications to be considered eligible for this position:
Must possess a Bachelor’s Degree in Engineering, Technology Systems, Transportation, Business Administration, Public Administration, or related fields.
Applicants must meet performance and attendance standards and have completed all probationary periods. Applicant’s attendance and job performance records will be reviewed in accordance with Port Authority policy.
Must possess a valid Driver's License.
A minimum of three years’ experience in managing complex technology and construction projects successfully, including establishing a concept of operations, business plan, project plan, and operating and maintenance program.Demonstrated experience in delivering complex projects within scope, schedule and financial constraints.
A minimum of five years’ experience in contract management in a multi-disciplinary program environment, with demonstrated success in orchestrating agreements toward specified outcomes while assuring contractor performance, quality and delivery.
Direct experience in working with toll facility operations and maintenance management in ensuring effective coordination of toll system and operating activities; demonstrated understanding of labor relations and tolling industry contract provisions.
A minimum of three years’ experience in financial analysis and management, including financial risk assessments, revenue forecasting, life-cycle cost analysis, and general accounting principles.
Excellent oral and written communication skills and interpersonal skills, with demonstrated success in influencing outcomes through exchanges and interactions with contractors, special interest groups, elected and public officials, and technical staff in advancing, as well as presenting decision-oriented material to executive staff.
Demonstrated skills in conflict resolution and teambuilding, with an ability to work effectively with diverse groups including all levels of staff within the Port Authority and outside entities.
Must possess a high-level of proficiency in utilizing standard PC software including Microsoft Office (i.e., Word, Excel, PowerPoint, Access, Project).

Knowledge and understanding of toll facilities, systems, equipment, and operations, with demonstrated experience in planning, design, operations and/or implementation of in-lane electronic toll collection equipment and systems.
Graduate Degree in Engineering, Technology Systems, Transportation, Business Administration, Public Administration, or related field.
