This is a highly responsible position that performs independent and complex work related to the development, management, and compliance monitoring of all assigned contractual agreements. This position may require some travel.Your Specific Responsibilities:

Serves as a Contract Manager in accordance with Chapters 287 and 215, Florida Statutes. This position requires managing contractual agreements in accordance with Federal grant requirements, state and Department regulations, policies, and procedures. This includes, but is not limited to, contract drafting and negotiations; financial management of assigned agreements; invoice and deliverable review and processing; financial reconciliations and expenditure reviews; contract performance and fiscal monitoring and reporting; contract budget review and approval for assigned contracts; maintenance of the official contract file for assigned contracts; and day-to-day contract management activities for assigned agreements.

Prepares, routes, and implements a variety of documents related to the execution of contracts, amendments, renewals, and extensions for contracts.

Collaborates with the Program offices on programmatic activities related to or having an impact on contract requirements and contract activities related to or having an impact on Program requirements or functions.

Provides technical assistance for assigned contracts related to contract management functions and contract requirements to contract providers and vendors, CMS Program staff, DOH Finance and Accounting staff, DOH Contract Administration staff, the Department of Financial Services, and various auditing organizations, including but not limited to, the State Auditor General's Office and the DOH Inspector General's Office.

Coordinates and participates in quality assurance reviews to determine compliance with administrative, financial, and programmatic contract management requirements. Prepares reports and makes recommendations as necessary to correct identified deficiencies and improve operations and service delivery. Monitors contract providers' performance for assigned contracts.

Maintains contract management certifications as required by Department policy and completes other trainings as required.

Preferred Qualifications:Preference will be given to candidates who meet and demonstrate the following criteria:

Current or previous Florida Certified Contract Manager (FCCM).

At least one year of experience as a Contract Manager with a Florida State Agency/Department.

Prior experience with Florida State Agency/Department involved in purchasing and/or procurement activities.

Preferred Knowledge, Skills, and Abilities:

Ability to work independently and engage in critical thinking to identify issues and prioritize work. Must have excellent writing skills.

Ability to communicate effectively, both vocally and in writing. Ability to perform operational and management analysis activities. Must be highly organized and detail oriented.

Knowledge of Florida’s general contract management and procurement requirements, statutes, and rules. General knowledge of general accounting principles and practices.

Ability to use logic and analysis to identify the strengths and weaknesses of different approaches. Must be proficient in Microsoft Office programs (Word, Excel, Outlook, and PowerPoint).

Ability to meet deadlines without sacrificing accuracy or customer service.
