Summary About the Position: This position serves as a Program Analyst in the Leadership, Research, Assessment, and Doctrine Division (LRADD) of the Center for Army Leadership (CAL), Fort Leavenworth, KS. Responsibilities As a Program Analyst, you will perform the following duties which is not an all-inclusive list: Serves as the point of contact and program manager for long-range planning and programming for the Army’s leadership assessments and feedback reports program, including the Command Assessment Program (CAP) and Project Athena. Serves as contract officer's representative (COR) for all technical related Army's Enterprise Assessment System (AEAS) functions. Develops contractual documents including performance work statements and quality assurance surveillance plans for AEAS technical functioning and support to unit-level assessments. Coordinates the administration, collection, and interaction of unit-level leadership assessments and feedback reports program with operational (MTOE) units and sustaining base organizations (TDA). Provides advice and recommendations to senior leaders, subordinate staff officers, soldiers, and distinguished visitors on leadership assessments and Army leader development initiatives. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience Specialized Experience: One year of specialized experience which includes: 1) Utilizing a wide range of qualitative and quantitative methods to review, analyze, and develop plans and metrics, to complete leader development and assessment program reviews; and 2) Developing plans and programs to accomplish mission goals through effective and efficient business practices consistent with total quality management concepts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Must be able to obtain and maintain the following certificates: Must complete the required Contracting Officer's Representative training courses within 120 days and obtain the required certification levels. 1) CLC 222 Contracting Officer's Representative Online Training 2) DOD 002 Combat Human Trafficking for DoD Acquisition Professionals 3) MICC COR Enhanced Training NOTE: If you completed this training, please submit a copy of the certificates with your application. You will be evaluated on the basis of your level of competency in the following areas: Contracting/Procurement Manages and Organizes Information Partnering Problem Solving Project Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). NOTE: All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcement. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the minimum qualification requirement using experience aloneno substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Recruitment or relocation incentive are NOT being offered for this position. This position is not a bargaining unit position. Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 1 year by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted.
