Salary: $54,705.30 Annually SALARY WILL BE DETERMINED IN ACCORDANCE WITH CURRENT PAY POLICY. SPECIFIC DUTIES & RESPONSIBILITIES:
This position is responsible for analyzing and monitoring the Bureau of Finance and Accounting’s disbursements and accounting processes and related accounting activities, in addition to providing guidance to F&A staff and post audit reports to F&A management. This position acts as a lead accountant under the Quality Assurance Section.
This position is responsible for analyzing, monitoring, and producing reports on disbursement and accounting processes. This includes tasks such as: performing periodic review and analysis of operations to ascertain adequacy of internal controls and timely, accurate and adequate services; inspecting, reviewing, and examining activities for operational efficiency, compliance with statutes, administrative codes, procedures, and policies; devising and checking methods used to maintain records; preparing, analyzing, and presenting related monthly or quarterly reports; reviewing programs, services, forms and reports, and conferring with management and users to identify problems and improvements; recommending methods, techniques and procedures to improve operations.
Develop, maintain, and deploy an effective quality assurance review program on disbursement and accounting activities. This includes tasks such as: assessing quality of products and services; developing an effective quality examination program; determining scope of audit necessary for evaluating soundness, adequacy and application of controls; collecting pertinent data for determining adequacy of and compliance with management policies, systems directives and procedures; performing audit steps to include report analysis, source data examination and tests to detect inadequate controls and unusual or significant trends; ensuring adequate separation of duties; establishing audit files and preparing work papers in sufficient detail to reveal nature and extent of work performed and to substantiate findings and recommendations; and delivering audit findings to management by means of spreadsheets, reports, surveys, analysis and briefings.
Specific duties are:
Conduct monthly post audits on a sample of vendor payments to include MFMP, Works, STMS, Contracts, and FLAIR invoices.
Conducts training for new staff in Accounts Payable and Disaster Recovery sections.
Coordination with Florida Palm liaisons to create PALM trainings, and PALM job aids. Will also be responsible for conducting internal PALM trainings.
Assist in managing the Bureau’s procedures, working with the units to update or create procedures.
Assist with agency designated projects as directed by supervisors.
Work with sections to create and conduct training as directed by supervisors.
Assist in responding to DFS Post Audit and Duplicate Payment inquiries.
Analyze data and create management reports for review and audit purposes.
Create and manage the Bureau’s compliance dashboards.
Monitor and posts payment compliance reports.
Performs other duties as required.

REQUIRED QUALIFICATIONS:

High School Diploma or its equivalent and two (2) years of experience in accounting, auditing, or finance OR a bachelor’s degree from an accredited college or university with a major in accounting. Mathematics, or business administration and one (1) year of experience in accounting, auditing, or computer systems analysis involves accounting auditing data.
PREFERRED QUALIFICATIONS:
Experience with accounts payable/disbursement.
