Division Summary MITRE’s CMS Alliance to Modernize Healthcare FFRDC (Health FFRDC)’s Division for Global and Public Health is seeking a Division Chief Engineer to join our leadership team at MITRE’s McLean, VA, Baltimore, MD, or Bedford, MA locations. The Division for Global and Public Health is responsible for the overall performance of the work programs across key components of MITRE’s portfolio with the Department of Health and Human Services (HHS) that focus on advancing and protecting global and public health, as well as preventing, preparing for, and responding to the adverse health effects of global and public health emergencies and disasters. The Division primarily focuses on the work programs for Administration for Children and Families (ACF), Administration for Community Living (ACL), Administration for Strategic Preparedness and Response (ASPR), Centers for Disease Control and Prevention (CDC), Federal Communications Commission (FCC), Health Resources and Services Administration (HRSA), Indian Health Services (IHS), National Center for Disaster Medicine and Public Health (NCDMPH), Substance Abuse and Mental Health Services Administration (SAMHSA) and several HHS staff divisions. Job Description The Division CE work s in partnership with leaders to ensure execution of a high-impact, high-quality technical work program that achieves sponsor mission-critical outcomes. The Division CE makes significant technical contributions, provides thought leadership, develops and executes technical strategies that inform discretionary investments to drive capability development, innova t ion, and transition of innovation into the work program. This individual leads the Division quality program, participates in senior-level reviews , and collaborates across the Health FFRDC’s CE community to achieve increases in quality, efficiency, and effectiveness. The Division CE also establishes partnerships inside and outside of MITRE. They promote a culture of excellence, teamwork, learning, innovation, continuous improvement and help develop and mentor the next generation of technical thought leaders . Working closely with the Division Managing Director, the Division Chief Engineer is a core member of the D ivision management team assi s ting in execution of division operations . Roles and responsibilities Technical Quality and Delivery Excellence

Lead and drive the D ivision’s technical quality program to deliver high-quality, high impact technical products that represent MITRE’s world-class technical mastery.

Maintain awareness of the quality and impact of technical deliveries.

Work across projects teams to resolve quality issues.

Technical Impact

Help shape and develop Division work programs and capabilities, where applicable, to provide effective, efficient, and innovative solutions to stakeholders and maximize value to sponsors. Ensure that the capabilities developed appropriately leverage Innovation Centers to maximize reuse of capabilities and products.

L everages a deep understanding of sponsor challenges to direct MITRE Innovation resources with a focus on technical transfer of innovation to the D ivision ’ s work program.

Encourage reuse and adaptation of previously delivered technical knowledge and products as appropriate .

Leverage opportunities for integration and cross-pollination across projects, Division work programs, Health FFRDC sponsors, and other FFRDCs to facilitate knowledge sharing and identify and implement best practices to improve impact while achieving key sponsor outcomes.

C oordinate technical outreach, partnerships, and engagements with industry, academia, and other stakeholders to ensure that best practices and innovative approaches are brought to bear on the Division’s work and products .

Partner with Managing Directors, Department Managers, Program Managers, and Department Chief Engineers to engage Sponsors to understand their needs and to enhance the impact of the division work program.

Lead the Division’s implementation of the Mission Value Chain (MVC) in partnership with the Departments and associated Innovation Centers; work with Project Leaders (PLs) to provide input to MVCs.

Strategic Planning

Collaborate with the Division leadership on development of the Division technical strategy guiding technical workforce shaping, investments, initiatives, and laboratories that will result in expanding the work program by addressing sponsor relevancy and need.

Ensure the division is positioned to develop novel approaches and solutions that have measurable impact.

Partnerships and Initiatives

Maintain and strengthen existing partnerships across MITRE and develop new relationships within MITRE.

Establish partnerships with Innovation Center l eadership to ensure alignment and synergy of technical strategies and to introduce transformational and efficient solutions into MITRE’s work programs.

Establish partnerships with Innovation Center l eadership to ensure that Innovation Center subject matter experts are properly leveraged in the Division’s work program and technical quality program.

Collaborate across organizations (e.g., academia, commercial industry, and other government agencies ) to bring the best solutions to MITRE sponsors and improve the technical quality of our products.

Staff Development and Workforce Shaping

Contribute to staff development, talent assessment, and planning (hiring, mentoring, and training needs), including senior staff across Centers.

Establish an inclusionary vision for how to sustain and enhance our diverse expertise to enable staff to extend and deepen their ability to collaborate and coordinate multi-disciplinary teams in support of sponsor missions.

Basic Qualifications:

M inimum of 12 years of related experience with a Bachelor’s degree; or 10 years and a Master’s degree; or a PhD with 7 years experience; or equivalent combination of related education and work experience.

Demonstrated technical leadership in support of HHS global and/or public health programs.

Experience in the application and oversight of quality programs.

Demonstrated ability to develop trusted relationships and work collaboratively across MITRE and sponsor organizations .

Demonstrated ability to shape and drive high impact, high quality work programs.

Demonstrated ability to communicate well, especially under pressure.

A track record of decisiveness in solving problems and commitment to taking swift action.
