Pay and benefits for employees represented by a union are outlined in their collective bargaining agreement.Position Purpose:Strategically manages the day-to- day activities of the Distribution, operation, maintenance and repair of the Jersey City distribution systems in accordance with the pertinent Service Agreements and compliance with regulatory requirements. Utility infrastructure includes distribution systems facilities. Develops and maintains client and inter-agency relationships including Police, Fire, OEM, DPW and Homeland Security. Responsible for all contract deliverables regarding the water distribution systems.Primary Duties/Responsibilities:

Oversee day to day activities of the Jersey City Water Distribution system. Serve as and provides guidance and oversight to field staff if needed for the day-to-day operation, installation, maintenance, repair and improvement of system facilities such as mains, services, hydrants, valves, and for investigative work, leak detection pertaining to water supply operations, no water, poor pressure, flow, pressure and water quality. Including system shutdowns and startup.

Facilities, requests for service relocations, facilities mark outs, shutdowns and turn-ons, and testing of hydrants, valves and other appurtenance in accordance with the utility asset maintenance testing and client contract programs. Conducts. notifications as required.

Plans and forecasts the necessary resources to support the Project with existing staff and outside contractors. Responsible for the implementation and QA/QC and GIS/GPS updated for network assets. Responsible for the QA/QC of the network's maintenance management system data and reporting.

Directs, supports and guides the team in the performance of other delegated responsibilities. He/she routinely meets with staff to discuss work plans and department goals, and provides counsel regarding priorities, problem situations, etc.

In conjunction with the Engineering Department, client representative, coordinates the scheduling of work of major scope and determines the need for engagement of outside contractors and acquisition of necessary materials for the job. He/she makes arrangements for the letting of bids through the Purchasing Department on work of a routine or standard nature and has the authority to lease equipment.

Prepares work plans for major maintenance projects, and testing programs, and develops SOPs and FOPs standard and procedures for accomplishment of those deviating from normal routine. He/she also devises improvements in operations, which will increase effectiveness and productivity, or realize cost savings.

Liaison with municipal, county and state officials, such as DPW and a variety of Superintendents, municipal field persons and designated council members, in order to coordinate company activities with the operations of others and jointly resolve matters of mutual concern. Takes the lead role in liaising with the OEM and Homeland Security Agencies during emergency situations.

Periodically makes field inspections on work sites to determine that work is performed according to specifications. Wherever he/she observes unsafe working conditions, he/she initiates action to eliminate safety hazards to employees, customers and the public in general, and to comply with regulatory requirements. He/she also makes on-the-spot decisions regarding disputes, complaints of Client / customers to maintain good community relations.

Manage Night Inspectors (2nd shift).

Oversee planned Distribution night-work (shutdowns, compliance testing and etc.)

Responsible for the preparation of the department's annual budget and provides data to the Project Managers and provides reports to management relative to cost distributions, production volumes, and utility plant additions and deletions. Controls expenditures and monitors department operation costs.

Meets regularly with client engineering staff; prepares reports for the same and represents Veolia Jersey City at the monthly client meetings. Takes lead role in implementing client's network capital projects.

Assures adherence to company and regulatory safety standards through implementation of training programs and field inspection of work sites.

Will be required to be part of the emergency on call group.

Plans and directs work Network Shutdowns involving Emergency and planned work for Client or Company of subcontractor work projects according to specifications and company standards.

Increases effectiveness of department operations by devising and implementing improved methods and procedures.

Analyze complex operational and management challenges and resolve the same. Learn new technological advances in construction techniques.

Undertake the position of Lewis Ave project safety coordinator.

QualificationsEducation/Experience/Background:

High School Diploma/GED is required.

5 - 7 years of experience working in public water supply transmission and distribution systems.

2 - 3 years of experience in Distribution and or Construction field experience.

2 - 3 years of supervisory experience.

Knowledge/Skills/Abilities:

Understanding of hydraulic principles related to piping networks.

Ability to use electronic mapping software GIS/ GPS.

Must be able to work with CMMS maintenance software to record utility maintenance.

Ability to cope with emergency situations on a 24/7 basis in a dynamic and fast paced customer service-oriented business.

Ability to foster positive labor relations in a union shop environment.

Ability to read and interpret engineering drawings of distribution networks.

Excellent interpersonal skills.

Prepare reports related to activities in the current suite of software.

Must be able to read complex reports and engineering drawings. Write detailed reports and prepare presentations.

Required Certification/Licenses/Training:

Ability to obtain NJ DEP W-4 Operator's license.

Valid Driver's License is preferred.

Physical Requirements:

Physical Walking, including uneven terrain; climbing hills and stairs; moderate lifting up to 25 pounds; sit and stand for long periods at a time.

Must be able to see clearly; hear warning devices and alarms.

Must be able to speak to give direction and converse with others.

Must be able to smell for dangerous conditions such as sewer gasses and chlorine.
