The Office of Transportation Bonding in the Planning and TECM Program Division at ITD is seeking a highly motivated professional for a Project Manager II position. This position will serve as a project manager for large-scale widening and interchange design projects on the 13 Transportation Expansion and Congestion Mitigation (TECM) corridors throughout Idaho. An ideal candidate will ensure excellence in project execution for on-time, on-budget delivery and provide design leadership to consultant project teams and ITD resource staff. In this role you will collaborate with a diverse range of internal and external professionals and stakeholders to develop projects that improve the overall transportation experience of the community. Strong leadership and project management skills are crucial in this fast-paced role. Note: This position requires a driver's record check before a final job offer is made. Key Responsibilities
Collaborate with engineers, technical specialists, consultant project teams, regulatory agencies and the public to deliver innovative solutions for complex transportation infrastructure challenges.
Negotiate and administer consultant agreements.
Monitor budgets and review project schedules to track progress and identify/mitigate risks.
Provide design leadership and guidance to consultant project teams and internal staff to meet project delivery goals.
Coordinate with regulatory agencies for permitting compliance.
Review engineering documents and deliverables for compliance with design standards.
Oversee submittal of Plans, Specifications and Estimate (PS&E) packages for advertisement.
Actively communicate with the public and key stakeholders on project progress.
Work in a team environment to respond to statewide TECM questions on project readiness and program updates.
Minimum Qualifications
Experience:
Planning and implementing projects including coordinating the development of project scope, goals, work plans, timelines, implementation strategies, and measurement processes/methods for assessing progress toward goals and project outcomes.
Interpreting and explaining specialized or complex material into information usable by the public.
Developing and monitoring contracts.
Typically gained by three years of work experience in all the areas above.
Desired Qualifications
A detailed understanding of project management as it relates to the Idaho Transportation Investment Program (ITIP).
Excellent project management skills and superb attention to detail.
Comfortable in estimating effort for agreement tasks and negotiating contracts.
Demonstrated success managing aggressive project schedules.
Able to prioritize multiple projects and deadlines.
Capable of working collaboratively as part of a team or independently
Strong interpersonal skills to work successfully with experts from various disciplines.
Proficiency in relevant software, including Microsoft Office, Microsoft Project, BlueBeam, ArcGIS, AutoCAD, Microstation, or other design software as appropriate.
Bachelor’s degree in Civil Engineering or related field
Five or more years of relevant professional experience
Current Professional Engineer licensing or the ability to obtain in the next six months of hire
