DescriptionWhat We OfferThe County of Ventura offers an attractive compensation and benefits package. Aside from our base salary range, an employee with this position will also be eligible for the following:

A general salary increase of 3.5% effective January 19, 2025.

Educational Incentive - An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate degree.

Annual Leave - 208 hours per year, increasing to 288 hours after 5 years of service.

Annual Leave Redemption - The ability to "cash in" or redeem up to 100 hours of Annual Leave per year after using 80 hours in the preceding twelve months.

Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions.

Health Plans – Full time employees are afforded a flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans: Tier one for employee only is $502 per biweekly pay period, tier two for employee plus one is $730 per biweekly pay period and tier three for employee plus family is $905 per biweekly pay period.

Flexible Spending Accounts - Choice of participation in the Flexible Spending Accounts which increase spending power through reimbursement of pre-tax dollars for IRS approved dependent care and health care expenses.

Pension Plan - Both the County and employees contribute to the County's Retirement Plan and to Social Security. If eligible, reciprocity may be established with other public retirement systems, such as PERS.

Holidays - 12 paid days per year which includes a scheduled floating holiday.

The DepartmentThe Information Technology Services Department works with every Ventura County department/agency to provide the necessary technology infrastructure and consulting/contracting services to meet ongoing and emerging business needs, including project management, business process improvement, applications support, voice/data infrastructure, data security, threat and vulnerability/risk management, and extended staffing.The PositionWorking within the Network Services Division, under direction the Telecommunications Network Specialist II (TNS II), or under general direction the Telecommunications Network Specialist III (TNS III), assembles, installs, maintains, modifies and/or repairs electronic equipment, two-way radios and/or point to point microwave equipment; performing related duties as required.The TNS II requires journey level proficiency in the full range of activities, such as system and equipment installation, modification, maintenance and repair for electronic equipment, two-way radios and/or point to point microwave.The TNS III is the advanced journey level in the series in which the incumbents serve as the technical resources in the assigned specialty providing functional supervision over assigned system activities and, as needed, lead the work of others in field assignments and/or in department activities.The Ideal Candidate The ideal candidate will have considerable experience in electronic component level troubleshooting, problem solving, and repair utilizing oscilloscopes, multimeters, and other electronic equipment. Formal training in electronics along with experience in 2-way radio and microwave installation/maintenance is highly desired. Knowledge of Federal Communication Commission (FCC) rules/regulations is highly preferred. In addition, they must work well with others and ensure high customer service standards are met.Telecommunication Network Specialists II/III are represented by the International Union of Operating Engineers (IUOE) and are eligible for overtime compensation.The eligible list established from this recruitment may be used to fill present and future Regular, Temporary, Fixed-term, Intermittent, or Extra Help vacancies. Examples Of DutiesDuties may include but are not limited to the following:

Installs, tests, modifies and adjusts telecommunications equipment (e.g. microwave systems, radios, repeater sites, mobile units, multiplexers, and modems) in support of enterprise infrastructure including public safety and correctional facility systems;

Installs, services, and repairs, electronic equipment (e.g. closed-circuit television, digital circuitry, intercom and sound systems) both in the field and in the shop;

Responds to service requests, incidents, and problems, in a service management system accurately documenting labor hours and inventory for billing and performance monitoring;

Operates and monitors radio and telephone equipment (e.g. measures frequencies, modulations and power output of radio, microwave and digital circuitry; adjusts transmitters and receivers for maximum efficiency; maintains battery banks and related ancillary equipment) to ensure compliance with applicable regulations;

Constructs and assembles standard and custom communications equipment and prepares reports of work completed which may include installing and maintaining antenna systems on towers and fabricating special brackets and hardware for equipment installation to implement new or modify existing systems;

Maintains and updates all configuration documents, modification documentation, and work logs through thorough use of Microsoft products;

Performs tower maintenance, achieved by climbing towers, up to and exceeding 100 feet;

Performs other related duties as required.

At the (III) level additional duties may include:

Assigns, reviews, and directs, the work of other Telecommunications Network Specialists engaged in construction, installation, modification, repair and maintenance of telecommunications equipment and systems;

Leads the work of others engaged in telecommunications and business equipment and system repair activities;

Trains others through use of On-the-Job (OTJ) training guidance to enhance knowledge and skills sets;

Directs responses to service requests, incidents, and problems, in a service management system accurately documenting labor hours and inventory for billing and performance monitoring.

Typical QualificationsThese are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.EDUCATION, TRAINING, AND EXPERIENCEConsiderable technical skill in telecommunications and business equipment/systems repair, which includes a wide variety of primary and support data, telephone and/or radio/wireless communications equipment and which demonstrates possession of requisite knowledge, skills and abilities.AND

TNS II: at least two (2) years of practical hands-on experience in repair and testing of electronic communication equipment to the component level AND Microwave and/or two-way radio support experience.

TNS III: at least three (3) years of practical hands-on experience in repair and testing of electronic communication equipment to the component level AND Microwave and/or two-way radio support experience.

NECESSARY SPECIAL REQUIREMENTS

Possession of or ability to obtain a valid California Driver License by date of hire;

Work may involve considerable cable pulling and terminations, of all types of telecommunications cabling, therefore color recognition and identification is required for termination of cabling;

Must be able and willing to climb and work on towers at heights in excess of one hundred (100) feet;

Must be able and willing to utilize a full range of body movements, involving reaching, bending, grasping, and climbing;

Must be able and willing to perform manual labor associated with repair and servicing of telecommunications and business equipment which may include lifting objects weighing between 50-100 pounds;

Must be able and willing to work under difficult weather conditions;

Must be able and willing to work with batteries, asbestos and other hazardous materials;

Possession of, or the ability to obtain a FCC General Radiotelephone Operator License (GROL), within six (6) months of date of hire;

Possession of, or the ability to obtain a County of Ventura approved Climbing Certificate within six (6) months of date of hire

Must be able and willing to travel within Ventura County in support of technology efforts as needed;

Must be able and willing to work long hours to resolve production problems or meet project deadlines as needed;

Must be able and willing to work nights, weekends, and holidays on a standard rotating on-call basis as needed;

Excellent written and verbal communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire.

DESIRED:

Working knowledge of Radio Propagation Analysis software;

Formal training in electronics along with experience in 2-way radio and microwave installation/maintenance;

Use of equipment and tools utilized in the installation, maintenance and repair of telecommunication system components and/or electronic machines and circuitry;

Diagnosis, testing and repair of electronic circuitry (e.g. DS0-DS3 circuits) and equipment.

Ability to:

Install, maintain, modify and repair telecommunication systems and equipment;

Understand and adhere to laws, regulations, and polices governing telecommunications operations and procedures for the standardized implementation of networks;

Identify and analyze operating problems and implement changes;

Communicate effectively both verbally and in writing;

Establish and maintain effective relationships, including providing exceptional customer service with ITSD employees, department personnel from other agencies, and vendors;

Understand and work with blueprints, schematics, and other design documents;

Establish and maintain accurate records of work performed;

Research regulations and/or technical reference materials;

Maintain confidentiality of information;

Recognize and respect limit of authority and responsibility;

Collect and analyze data and electronic test information to support networks;

Work with a variety of test equipment and tools to repair complex electronic equipment and business equipment;

Identify different colors of electrical wiring.

Ability to (Level III Only):
