Position SummaryThe Lincoln County Planning Division is looking to add a new member to their team to assist the Planning Division with the building, on-site, land use and land division permitting processes. A primary role of this position is to answer questions and provide front facing customer service to the public.This position is also responsible for communicating regulatory information to the public; collecting and recording fees; answering a variety of land use, zoning, land division and other related questions; digital and paper record management; supporting the Lincoln County Planning Commission; and administrating the Planning and Development Department’s website.Planning Division on 2nd Street in NewportEssential Functions/Major ResponsibilitiesJOB FUNCTIONSAssist the public with completing and submitting Planning Division permit applications by:

Providing information and assistance in person, by telephone, letter or email, regarding application procedures, processing timeframes, and fees.

Receiving, reviewing, recording, and tracking applications materials such as plot plans, building plans, application forms, and other documents.

Generating, reproducing, and interpreting paper-copy and digital maps.

Determining completeness prior to receiving Planning Division applications.

Receiving, recording, and accounting for fee payments for applications and other services, as well as issuing receipts and processing refunds.

Manages Planning Division records by:

Scanning, indexing, cataloging, retrieving, and storing paper records.

Performing data-entry, retrieval and report-generating functions requiring the use of various computer applications.

Processing public records requests, research requests and other public inquiries requiring the retrieval and dissemination of Department records.

Coordinating with Planning Division staff on complex information request projects.

Assists the Department Office Manager and Planning Division staff by:

Writing, editing, preparing, and distributing various professional documents, such as letters, memorandums, reports, notices, and other documents.

Researching ownership, permit, and development history of properties.

Monitoring office supplies.

Processing and distributing office mail.

Maintaining and updating procedure manuals for various office positions.

Supports the Lincoln County Planning Commission by:

Creating, copying, publishing, posting, and distributing notices, agendas, announcements, and other documents.

Communicating meeting and hearing schedules to members of the County Planning Commission, Department staff, members of the public and others.

Creating and managing electronic records of meetings (i.e., digital video/audio recordings).

Assists Planning Division staff in producing and managing written minutes of meetings.

Attending public meetings and hearings and providing administrative support to the Planning Commission and Division staff.

Manages the Department’s website for content and public communication by:

Updating application forms, calendar events, notices, contact information, schedules, and other public information.

Regularly communicating with Department staff verbally and in writing to ensure all relevant information on the website is up to date.

Training Department staff on County website management policies, proper procedures for updating and maintaining the webpage, and, how to upload documents and change content in accordance with County and Department policies and procedures.
