Roles and Responsibilities:

Primary responsibility is the project management of new Light-Rail rolling stock procurements. Assists with the planning and organizing of the Equipment Design & Engineering division of the Capital Planning and Programs department to ensure proper manpower and funding are allocated to each project and that timely responses to department inquiries are provided.

Supports Maintenance Department with respect to overhauling, remanufacturing, and implementing upgrades on existing fleets of equipment.

Develops procurement ready specifications for various Light-Rail rolling stock purchases taking into account – end user needs; equipment availability; regulatory compliance; initial and operating costs. Manages specialty compliance projects, working with outside agencies such as EPA, DEP, and NJ DOT.

Manages the new vehicle/equipment production inspection program; to include first article inspections, in-plant productions inspections, and shipping inspections. Oversees the development of the vehicle test plan and ensures that all testing is carried out successfully.

Responsible for providing monthly updates on all division projects in the NJ TRANSIT “PRINTS” database and for overseeing the efficient and accurate use of any project and documents control software packages being used by the division. Also responsible for reviewing and taking any corrective action needed for capital budgets in the Capital Planning Accounting System (CPAS) and American Software Incorporation procurement system (ASI).

Interfaces with outside agencies consultants, manufacturers, and sub-component vendors to ensure regulatory compliance.

Develops, implements, and manages project and force account budgets for vehicle design and acquisition projects. Prepares cost estimates and other data as required on project elements to ensure that required details are analyzed and formulated and assists management in decision making process.

Ensures the proper and effective assignment and utilization of the department’s consultant engineering firms throughout all projects.

This Position Supervises:

Assistant Vehicle Engineer (Bus/SPV)

Education, Experience and Qualifications:

Bachelor’s Degree in Mechanical or Electrical Engineering or related technical field and eight (8) years of progressive, responsible experience in project management, maintenance, repair, and/or design of rail vehicle equipment, to include two (2) years of supervisory experience.

Must be able to work in a self-directed manner, effectively interact in project teams, and complete assignments and deliverables in a timely and accurate fashion.

Experience managing project finances, vendor contracts and the ability to review and assess vendor qualifications is desired.

Knowledge of Light-Rail as well as battery electric and alternative fueled drive trains required.

Experience in developing, documenting, and implementing electronic records/document management systems with knowledge of database practices is desired.

Demonstrated experience in Microsoft Office (Outlook, Excel, Word and Access) required.

Must possess excellent verbal and written communication skills. Training skills are required.
