This position will be located at Schriever Space Force Base and Colorado Springs, CO.Position Overview:The Command and Control, Battle Management, and Communications (C2BMC) program integrates the Missile Defense System. It is a vital operational system that enables the U.S. president, secretary of defense, and combatant commanders at strategic, regional, and operational levels to systematically plan ballistic missile defense operations, to see the battle develop collectively, and to dynamically manage designated networked sensors and weapons systems to achieve global and regional mission objectives. C2BMC supports a layered missile defense capability that enables an optimized response to threats of all ranges in all phases of flight. C2BMC is the force multiplier that globally and regionally networks integrate, synchronizing autonomous sensor and weapon systems and operations to optimize performance. C2BMC is integral to all system ground and flight tests, which verify and exercise all current and future missile defense system capabilities.The Test & FQT Lead provides overall leadership and guidance to the Test and Analysis teams during the execution of all Global Test Events, to include end of year demonstrations and FQTs. Ultimately, the Test and FQT Lead is responsible for the planning, execution, and reporting of all tests in which the C2BMC-Global ART/TO60 team is a participant.Essential Functions:
Works closely with our government customer in support of the MDA's Integrated Master Test Plan, including development of test objectives, architectures, and all event planning.
Responsible for establishing test teams, as well as coordinating with lab managers, MDIOC support resources, operations groups, and other external elements. Supports all required boards, customer meetings, etc.
Reviews and approves all test artifacts, including test plans, test reports, configuration items, CDRLs, etc.
Provides oversight of the Data Management group and all data management functions.
Technical advisor to the Global EPM and TO60 Solution Chief.
Supports all proposal activities.
The Test and FQT Lead must have excellent written and oral presentation skills as well as a proven record in collaborating with senior customers.
Travel may be required between C2BMC Development sites as needed on occasion.
Basic Qualifications:Please note your updated security clearance and IAT/relevant certifications on your resume, if applicable.
An active Top Secret/SCI clearance is required at start.
14 years' experience with a bachelor’s degree in engineering, computer science, mathematics or a related field; 12 years' experience with a master’s degree in engineering, computer science, mathematics or a related field; or 18 years' experience in lieu of a degree.
Proven integration and test experience on large-scale DoD or Missile Defense Agency systems.
Understanding of Command and Control concepts and experience integrating and testing with other external systems.
Possess the technical skills to lead the System Test execution team (consisting of Event Mission Directors) within the Missile Defense System (MDS) Command and Control, Battle Management and Communications (C2BMC) program.
Possess strong leadership, interpersonal and verbal/written communications skills enabling him/her to work effectively in a collaborative team environment, including our government customer, other National Team product teams, and external elements.
Extensive Test Background to include all components of the C2BMC Testing Lifecycle.
Experience in project management and Systems Engineering.
Salary Range: $136,300 - $204,500The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
