NYC 299 Park Avenue (22957), United States of America, New York, New YorkCompliance Advisor ManagerCorporate Compliance is seeking a Compliance Advisor Manager to advise Tax Credit Finance and Tax Credit Operations, together, New Market Tax Credits ("NMTC") Program on applicable rules and regulations of the NMTC Program in the Capital Markets line of business, a division within the Commercial Bank. The NMTC Program drives investments in low-income and underserved communities. The Compliance Advisor Manager will also advise on Volcker and Swap Dealer related activities.The Compliance Advisor Manager works within the Compliance Management Program framework and is responsible for delivering on specific tasks and repeatable processes as a member of the Swap Dealer and NMTC Compliance team.This person will regularly interact with various levels of management and will be looked upon to promote prudent, well-controlled compliance with the applicable laws and regulations. The Compliance Advisor will support Commercial Banking through providing expert regulatory advice and thoughtful recommendations that advance the growth business strategy. The Advisor will also support internal and external risk reporting related to compliance risk as part of the broader Commercial Bank Compliance Team. The NMTC Program drives investments in low-income and underserved communities.Responsibilities:Provide lines of business with advisory guidance in the definition, development, and monitoring of controls related to applicable requirements.Conduct compliance risk assessments and support lines of business for new processes, new products, key programs, and/or initiatives, advise lines of business of identified risks, and support remediation efforts and/or policy and process changes.Help with drafting and maintaining written policies and procedures across lines of business.Anticipate, identify, and escalate risk scenarios early and propose potential mitigations.Provide effective challenge and guidance on compliance risks and support lines of business through various interactions and engagements.Work closely with the Legal Department and outside counsel regarding potential and actual changes to the NMTC Program, Volcker and Swap Dealer rules and regulations.Assist with administering the Swap Dealer Compliance program.Actively participate on complex projects by providing guidance, advice, and effective challenge.Continuously monitor the internal and external environment for emerging risks, trends in data, compliance impacts and regulatory focus areas.Basic Qualifications:Bachelor's degree or Military ExperienceAt least 5 years of experience in compliance, legal, audit or risk management within financial servicesAt least 5 years of experience in real estate finance, government incentive programs or transactional experienceAt least 5 years of experience work with swaps or other derivative productsPreferred Qualifications:7+ years of experience in Commercial Banking or Capital MarketsMaster's Degree or Juris DoctorCertified Regulatory Compliance Manager (CRCM) or Certified Enterprise Risk Professional (CERP)Knowledge of Commodity Futures Trading Commission (CFTC) regulations pertaining to swap dealers, National Futures Association (NFA) and Volcker rule.Ability to prioritize among many conflicting needs and advocate a course of action while remaining flexible and responsible to dynamic situationsAt this time, Capital One will not sponsor a new applicant for employment authorization for this position.The minimum and maximum full-time annual salaries for this role are listed below, by location. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.New York City (Hybrid On-Site): $147,800 - $168,700 for Compliance Advisor ManagerCandidates hired to work in other locations will be subject to the pay range associated with that location, and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidate's offer letter.This role is also eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI).
