Employee focused.JOB SUMMARYJob Profile SummaryPerform and supervise employees engaged in engineering and project management related to plant processing, fractionation and liquids handling, storage field, gathering and transmission pipeline and compression including engineering, construction, regulatory compliance and budgets and schedulesEssential Functions and Responsibilities
Perform and supervise others engaged in company engineering activities including but not limited to:
Plant and process facility design, pipeline design, construction, operation and maintenance projects
Measurement, regulation and control facilities
Gas treating and compressor facilities
Product storage, pumping, loading and handling facilities
SCADA, DCS and PLC control systems
Processing equipment including pressure vessels, heat exchangers, compressors, pumps and coolers
Research, analyze, prepare and/or approve information including but not limited to:
Pipeline and process systems design criteria
Structural and/or material failure analysis
Policies and procedures
Bid documents and specifications
Contracts and procurement
Technical and governmental reports
Material selection
Coordinate projects directly and among direct reports, departments, producers and contractors including but not limited to:
Bid proposals and contracts
Operational problems
Material specifications and selection
Construction and/or relocation projects
Provide technical and engineering assistance to other departments, management, governmental and regulatory agencies, company attorneys, industry groups and others on matters related to projects and operations, policies, procedures, contracts, material selection, and governmental/regulatory rules, regulations and activities
Analyze and evaluate various pipeline systems and make recommendations for improvements related to capacity, operating costs, and system operation
Perform and supervise employees engaged in engineering services, scope definition, estimating, scheduling, design, preparation of bid instructions and bidding, procurement, construction, record keeping and environmental activities
Oversee utilization of manpower and equipment resources through assessing, scheduling and prioritizing projects based on customer need and value to the organization
Interact with direct and indirect reports, corporate personnel, regional personnel, public officials, contractors, customers, and civic organizations on issues including general engineering activities, employee issues, public projects and project scheduling
Monitor, review, develop and prepare information including but not limited to:
Budget planning and analysis
Benchmarking comparisons
Engineering analysis
Incident reports
Financial analysis
Contractors’ work projects
Response to regulatory inquiries
Audit summaries
Administer technical and professional training programs ensuring compliance with company and governmental requirements
Conduct material failure and/or structural analysis; define standards for facilities and pipeline performance; and develop/revise policies and procedures
Education
Bachelor's Degree in Engineering or a combination of formal education and the following job related experience preferred:
Work Experience
Experience achieving goals and developing employee/team strengths, exhibiting a positive example and influence that leads to employee, project and stakeholder successes
Experience in use and function of applications such as: Microsoft Excel, Project, Access, Word, etc.
Experience researching, composing and preparing contracts, engineering studies, policies, procedures, reports and technical correspondence
Experience identifying, researching, evaluating and prioritizing problems and situations and providing appropriate actions, alternatives and/or recommendations
SME level experience with material failure and structural analysis and extensive knowledge of industry standards and governmental regulations
Experience reading and interpreting governmental regulations, codes, and standards, manuals, policies, procedures, contracts, specifications and various reports and correspondence
Experience and thorough knowledge of environmental laws, regulations procedures and programs
Experience with all phases of project management including scoping, estimating, specification, scheduling, contracting and procurement, construction, commissioning and startup, budgeting, financial analyses and regulatory compliance
Experience with and training related to:
Design codes and standards
Project management practices
Communications skills/customer relations
Industry standards and governmental codes, rules, and regulations
Development of technical and safety training programs
Regulatory inspection and material testing programs
Experience developing information and making presentations to groups and individuals
Experience with all phases of project management including scoping, estimating, specification, scheduling, contracting and procurement, construction, commissioning and startup, budgeting, financial analyses and regulatory compliance
Knowledge, Skills and Abilities
