WHO WE ARE
Since 1993, The Pathfinder Network (TPN) has been providing justice-system impacted individuals and their families the tools and support they need to be safe and thrive in our communities. We serve individuals experiencing incarceration, those reentering the community, those on forms of community supervision, their families, and their children, within 9 of Oregon’s 11 corrections facilities and in the community in Multnomah, Jackson, Marion, and Clackamas Counties. We develop and deliver a comprehensive scope of evidence-based, trauma-, gender- and culturally-responsive cognitive behavioral-based programs, including our proprietary, evidence-based curriculum Parenting Inside Out, which is the highest-rated parenting skills curriculum for parents involved with the criminal justice system. Our community programs feature holistic wraparound individual and group support and services. We serve an average of 3,000 people a year agency-wide.

As the Community Programs Department Manager, you will play a lead role in ensuring The Pathfinder Network (TPN) staff and programs are fully supported to deliver high-quality prevention and intervention services to adults, children and families who are system-impacted. Your role will include leading, planning, organizing, delivering, supporting and supervising staff at the Center for Family Success. You will provide direction and support in areas such as hiring, performance management, staff support and evaluation of programming and personnel. You will also work collaboratively with leaders and stakeholders across the agency and externally to ensure our greatest impact in delivering our mission and our PATHforward 2026 strategic vision for our future.
Your strong leadership, organizational and collaborative skills to work well under high-stress emotional experiences, high-level of empathy and ability to keep strong boundaries will enable you to thrive in this position. In this management position, you will support the mission of TPN and our partners, and act as a liaison between TPN staff, partners, and the agency leadership team. You will bring strong technical and relational skills to ensure that TPN programs are fully supported to consistently deliver high-quality services with impact and excellence. You will serve as a role model for the rest of the team, participate in program improvement and sustainability efforts, and assist in ensuring integrity and fidelity of the program. As Community Programs Department Manager, you will lead our effort to successfully deliver services and our commitment to innovate, grow and expand our reach and impact.
Responsibilities
Department Management
- Lead delivery of all programming at the Center for Family Success.
- Manage the coordination, planning, and completion of all contract performance goals. Coordinate intakes and maintain all class waitlists.
- Develop and implement long-term goals and objectives to achieve the successful outcome of the programs, program expansion and consistency across programs.
- Create and maintain program manuals, and other supportive documents and tools.
- Develop, revise, adhere to and support operational practices, procedures and policies.
- Oversee operations of the programs ensuring contract and grant compliance and manage the coordination, planning, and completion of all deliverable and contract performance goals.
- Adhere to program budgets and financial policies and guidelines. Plan for and approve program expenses.
- Lead community outreach, participate and assign outreach efforts to program staff to ensure consistent referrals and program engagement. Serve as a community liaison and a face for the Center for Family Success.

- Collaboratively work with staff to develop annual class calendar and schedule space, times and locations of all classes.
- Work with the Family Support Coordinator to ensure children’s activities and meals for all classes.
- Collaborate with partner agencies to maintain interagency communication and cooperation to ensure successful delivery of programs. Attend all multi-disciplinary meetings.
- Lead program evaluation efforts. Continuously learn, have a quality improvement lens and lead efforts to innovate, create solutions and solve problems.
- Complete and process documentation and paperwork as required. Ensure staff are processing documentation and paperwork as well as entering all data as required. Conduct audits of electronic and paper documentation. Assist in completion and submission of all required reports.
- Assist in and lead the implementation of new programming and grant projects from start to sustainability and serve as a leader in efforts to continuously improve, assess and advance all programs.
- Serve as a key member of the agency leadership team contributing to and participating in agency projects, teams, and work.

Staff Support, Training, and Supervision
- Supervise staff and collaborate with them to develop performance goals with action steps to support their success.
- Ensure coverage, monitor staff schedules, provide individual and group staff supervision, process personnel documentation and assist to recruit, hire and select well qualified program staff.
- Evaluate and support staff in creating service plans, assessing clients’ progress, implementing appropriate interventions, providing resources and referrals, and completing supporting documentation.
- Assist with individual observations of staff, provide feedback, training and coaching and serve as a leader in efforts to continuously improve, assess and advance all programs.
- Schedule and facilitate regular staff and managers meetings while fostering a team environment and support staffs’ professional development.
- Work with TPN’s Training Department to support program integrity and professional development of staff. Engage in ongoing training, coaching and support and participate in continuous quality improvement efforts.
- Participate in train the trainer processes for program curriculums and models. Role model effective use of curriculums and model, as well as train, coach and support other staff.
- Maintain professional standards and boundaries of staff and self. Demonstrate ability to relate to and interact with participants and community members while maintaining appropriate professional boundaries.

This position provides supervision to staff at the Center for Family Success, which includes Family Advocates, Youth Mentors, Family Support Coordinator, Administrative Support Specialist, Parent Partners and Facilitators at the Center for Family Success.

Requirements
Experience and skills we are interested in:
- Coursework or training in criminal justice, social work, social services, or related disciplines
- Bachelor’s Degree in a related field
- Three or more years of related experience
- Intermediate level computer capabilities in use of databases, web-based environments, word processing, email, and spreadsheets
- Bachelor’s Degree in a related field
- Experience supervising or leading staff
- Non-profit experience and/or lived experience with the criminal justice system
- Must possess a valid driver’s license and have access to a motor vehicle during work hours that is covered by adequate car insurance
- Must pass a criminal history background check (a criminal record is not automatically disqualifying), employment verification, motor vehicle records check, and drug screen, that does not test for marijuana

Working Conditions/Travel Requirements
This job operates within a community service delivery setting. This is largely a sedentary role and this role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.
The Pathfinder Network follows public health guidance for any public health emergencies and will remain in compliance with any vaccination or isolation requirements from partner agencies.
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to use hands to finger, handle or feel; and reach with hands and arms.
This is a full-time, exempt position. Typical days of work are Monday through Friday; however, evening and weekend work is required on a regular basis.
Frequent travel may be required within the community.

Compensation and Benefits: This is an exempt, full-time position. The hiring rate for this position is $71,295 - $73,434 per year, DOE. Salary offers are determined in conjunction with an internal pay equity assessment.
