Summary The Director, Office of Civil Rights (OCR) is responsible for managing, directing, and advising agency leadership, organizational components, and other senior officials on matters related to equal employment opportunity (EEO), reasonable accommodations, harassment prevention, and discrimination complaints. Responsibilities As the Director, Office of Civil Rights, your specific responsibilities include: Serves as the principal advisor to OPM leadership on all aspects of EEO, dispute resolution, operations, policy, and procedures. Partners with internal and external stakeholders to foster a safe, welcoming, and harassment-free environment for customers and employees across OPM. Leads a staff of subordinate managers and supervisors; establishes and monitors organizational goals and periodically evaluates and makes appropriate adjustments to such goals; and exercises high level policymaking and policy-determining authority. Serves as the head of OPM's Equal Employment Opportunity Program, managing a team that processes formal and informal EEO discrimination complaints, including counseling, case management, administrative functions, and investigations; reasonable accommodation requests; and final agency decisions. Administers the Department-wide discrimination and complaint process in a manner that ensures prompt, equitable, and efficient processing of complaints. Provides confidential, informal, independent, and impartial assistance to individuals through alternate dispute resolution and problem-solving methods. Oversees OPM's intake and processing of discrimination complaints. Oversees OPM's harassment prevention program, with the goal of eliminating harassment, promoting a culture of trust and respect, and ensuring the safety of all who conduct business with the agency. Develops and maintains agency-wide Reasonable Accommodation and Personal Assistance Services policies, procedures, and systems. Requirements Conditions of Employment Must be a U.S. Citizen or National Males born after 12-31-59 must be registered for Selective Service Suitable for Federal employment, determined by a background investigation This position is not eligible for inclusion in a bargaining unit All federal employees are required to have direct deposit Selected candidate will be subject to a one-year probationary period in the Senior Executive Service unless required probationary period has previously been served. Selected candidate is required to file a SF-278, Public Financial Disclosure Report within 30 days after his/her appointment, in accordance with the Ethics in Government Act of 1978. This is not a remote position, selectee will be required to report to the duty station on a regular basis. Telework may be authorized. Qualifications The Executive Core Qualifications are required for entry to the Senior Executive Service; to meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and two Technical Qualifications (TQs), listed below. Executive Core Qualifications (ECQs): ECQ 1 - LEADING CHANGE: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 3 - RESULTS DRIVEN: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - BUSINESS ACUMEN: The ability to manage human, financial, and information resources strategically. ECQ 5 - BUILDING COALITIONS: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Technical Qualifications (TQs): Expert knowledge of and experience successfully leading, directing, and managing a wide range of EEO, resolution management (such as Alternative Dispute Resolution or Ombuds function), reasonable accommodation, cultural inclusion, and/or harassment prevention services for a Federal agency. Demonstrated ability managing the transformation of a large organization to meet mission needs, improve operations, deliver high quality services, and influence agency-wide culture and values. Inherent in this qualification is the demonstrated ability to develop collaborative strategies to address challenges, manage multiple facets of complex organizational change, and serve as a champion to employees during the change process. Actual salary for Senior Executive Service positions may vary depending on the scope and the complexity of the qualifications and current compensation of the selectee.
