EMPLOYMENT OPPORTUNITY

The Cascade Landing Community Manager is responsible for the effective management of the Cascade

Landing facility, including property operations, tenant relations, compliance, and collaboration with

Community Action programs. The ideal candidate will possess property management experience, crisis

intervention skills, and financial/asset management knowledge to fully oversee the site’s operations with

minimal support. The position will be approximately 20-25 hours per week and on call as necessary, on call

hours may vary between 0-5 hours per week.

JOB DUTIES and RESPONSIBILITIES INCLUDE:

1. Property Management:

-Oversee leasing, maintenance coordination, tenant relations, and general property operations.

-Monitor and address tenant compliance with community rules and lease agreements.

-Conduct regular inspections of grounds, common areas, and units to ensure cleanliness and maintenance.

-Coordinate maintenance and unit turns with the maintenance team and ensure timely completion.

-Collaborate with staff to ensure compliance with federal, state, and local laws, including fair housing regulations

2. Resident Engagement and Relations:

-Build and maintain positive relationships with tenants, providing support and responding to inquires or complaints promptly.

-Organize and promote community engagement activities to foster a healthy and inclusive living environment.

Partner with the Resident Services Coordinator to address tenant needs and connect residents to resources.

3. Compliance and Financial Oversight:

-Collect rent, issue notices for delinquencies, and manage tenant accounts.

-Assist with preparing budgets, variance reports, and financial documentation.

-Participate in funder audits, desk reviews, and site visits, ensuring proper documentation and compliance.

-Assist with annual tenant income certifications and other compliance requirements.

4. Community Collaboration and Leadership:

-Work closely with Community Action programs to connect residents with services and resources.

-Communicate effectively with internal departments, external partners, and vendors.

-Serve as the primary point of contact for onsite emergencies, ensuring safety and resolution.

5. Supervisory and Administrative Duties:

-Maintain accurate records, including resident files, maintenance requests, and compliance documentation.

-Oversee emergency response plans and provide leadership during crisis situations.

-Train and supervise staff or volunteers, ensuring adherence to policies and procedures.

6. Participate in agency and community meetings and trainings as required.

7. Other related duties as assigned by management.

QUALIFICATIONS INCLUDE:

Education & Experience:

-GED or High School Diploma required; Bachelor's Degree in Property Management, Business, or related field preferred.

-Minimum of 3 years of property management experience, ideally in affordable housing.

-Experience with tenant compliance financial management, and working with vulnerable populations.

-Or a combination of education and experience providing knowledge, skills, and abilities to successfully perform the work.-

License(s) & Certifications:

-Must have a valid driver license and auto liability insurance, if personal vehicle is used for work-related travel.

-Property management certification is preferred but not required.

Skills & Abilities:

-Knowledge of property management laws, including Washington State Residential Landlord & Tenant Act.

-Strong Interpersonal and conflict-resolution skills.

-Ability to handle finances, work within a budget and generate reports.

-Excellent time management and organizational skills.

-Proficient in Microsoft Office Suite applications and property management software.

-Must have strong and effective communication skills (oral and written).

-Working Knowledge of standard office procedures and technologies (phone, computer, printer, photocopier, scanner, and fax machine) is needed.

-Demonstrated ability to work harmoniously with people from varied cultural, socioeconomic, educational and experiential backgrounds.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:

Work is generally performed onsite at Cascade Landing. May be required to sit or stand for extended periods of time. Must be able to lift and carry weight at least 15 lbs. Must be able to kneel, bend, twist, squat, and climb stairs. Position may be exposed to situational, environmental or health hazards, such as mental health issues, drug abuse/paraphernalia, domestic violence, blood, fecal matter, parasites, and communicable disease. Sufficient mobility required for use of standard office

equipment. Hearing and communication ability must be sufficient to perform essential job functions. Travel within and outside Agency’s service area may be required.

COMPENSATION AND BENEFITS:

Starting wage between $29.64-$32.71 per hour (DOE)

Rent Concession: For onsite living a 50% discount on the cost of a studio unit or equivalent credit on a larger unit will be provided. Subject to unit availability.

Onsite living is optional for candidates who demonstrate the ability to manage the properly effectively without residency, it is preferred, but not required.
