OVERVIEW

The Judicial Council of California is accepting applications for the position of Senior Analyst with the Center for Families, Children & the Courts.

The Senior Analyst is responsible for planning and overseeing the delivery of local and large-scale statewide education programs to help Family Court Services (FCS) child custody recommending counselors, mediators, evaluators, and investigators throughout the state meet their mandatory education requirements. This includes conducting statewide assessments of the education and training needs of FCS line staff and leading a team of court staff and administrators to analyze, develop, and deliver mandated trainings. The Senior Analyst provides advanced journey level education planning and delivery, curriculum design and consultation, the use of new delivery modalities, including remote education, and is responsible for creating and maintaining web content for child custody recommending counselors, mediators, evaluators, and investigators including on-demand education posted on the Moodle platform in addition to planning and design for new platforms and collaborations for on-demand education.

This position serves as an advanced subject matter expert, providing in-depth knowledge and expertise on court-base mediation, provides advanced analysis and recommendations, and performs advanced analytical work in program analysis, and innovation; fulfilling Family Code 1850 mandates including, next generation innovation projects, statewide training for FCS child custody recommending counselors, mediators, evaluators and investigators to support services to highly visible court based FCS programs in all California Courts.

The Senior Analyst is responsible to communicate FCS statistical indicators on the website and other communication channels, for annual reporting requirements and next generation innovation grant projects pursuant to Family Code section 1850. The Senior Analyst will establish annual reporting requirements for FCS, oversee FCS next generation innovation grant projects, communicate data on those projects, and report how FCS services were enhanced.

The position also oversees the mandated training approval process reviewing and approving all trainings developed for FCS professionals by court-based and private non-profit and for-profit organizations and individuals and is responsible for reporting to the Judicial Council’s Family and Juvenile Law Advisory Committee (FamJuv) regarding the training program and approvals. The position is responsible for enforcing the standards of, and interfacing with, the Continuing Education Provider allowing the Judicial Council of California to offer California Board of Behavioral Sciences credit. The position requires consistent use of discretion and judgment, using advanced knowledge, to analyze and interpret information and make recommendations and works independently with limited supervision. The Senior Analyst will also work collaboratively with a second FCS Senior Analyst responsible for training and technical assistance for FCS management to ensure both training programs are complimentary and meet mandated training requirements.

The Judicial Council

The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations.

RESPONSIBILITIES

Lead, plan, and deliver local and large-scale statewide live and on-demand education programs for FCS child custody recommending counselors, mediators, evaluators, and investigators, including those who are new to FCS, to enable them to meet their mandatory training requirements.

Analyze, design, and oversee comprehensive and highly specialized curriculum planning and course development including a statewide needs assessment considering input from FCS directors, judicial officers and court administration, and analysis of the topics to be addressed and recommendations for the type of educational delivery system to be used based upon the subject matter being taught. Consult with court and/or Judicial Council staff and management on specific educational needs; assess issues; identify courses of action; and make recommendations.

Serve as a subject matter expert and statewide resource with unique, specialized knowledge related to FCS child custody recommending counselors, mediators, evaluators, and investigators.

Communicate FCS statistical indicators on the website and other communication channels, annual reporting requirements and next generation innovation grant projects pursuant to Family Code section 1850.

Under the direction of the FCS Supervising Analyst and in collaboration with team members, establish annual FCS reporting requirements. Lead tracking of what statewide program offers the courts. Develop needs assessment survey and communicate FCS indicators in areas such as family court filings, dispositions, mediation referrals, case resolution, and other dynamics of court operations.

Provide oversight, review, and authorize appropriate programs for education credits, including relevant Rules of Court credit for FCS staff and continuing education for Board of Behavioral Sciences (BBS), including working with the overseeing BBS provider.

Review, analyze and ensure the proposed trainings meet content and provider eligibility requirements pursuant to applicable California Family Code and Rules of Court.

MINIMUM QUALIFICATIONS

EDUCATION AND EXPERIENCE

Bachelor’s degree, and four (4) years of analytical experience in program analysis, development,

implementation, research, and/or evaluation.

Possession of a bachelor’s degree in a directly related field for the assigned discipline such as

political science, public administration, statistics, mathematics, etc., may be substituted for one of

the years of required experience. An additional four years of professional experience as noted above

may substitute for the bachelor’s degree. Or, additional directly related experience and/or education

may be substituted on a year-for-year basis.

OR

Master’s degree in a directly related field for the assigned discipline such as political science, public

administration, statistics, mathematics, etc. that included qualitative and quantitative research, and

one (1) year of analytical experience in program analysis, development, implementation, research,

and/or evaluation.

OR

One year in the Analyst classification with the Judicial Council of California or one year of

experience performing the duties of a class comparable in the level of responsibility to that of an

Analyst in a California Superior Court or California state-level government entity.

Desirable Qualifications:

A Bachelor’s or Master’s degree in psychology; sociology, behavioral science, human services or in a directly related field for the assigned discipline such as marriage, family, and child counseling; clinical social work, clinical psychology.

Professional experience as a Family Court Services mediator, child custody recommending counselor, evaluator or investigator.

Expertise in teaching to adult learners.
