The Maryland Department of Transportation The Secretary's Office (MDOT TSO) is seeking a Financial System Administrator (Fiscal Services Administrator II). This position is responsible for developing, maintaining and handling daily management of the Department's Financial Management Information System (FMIS) and other related systems. The incumbent will be responsible for ensuring that proper controls exist, and that the system supports data integrity and correctness. Responsibilities include but are not limited to the following:

Maintain system-wide interfaces and security profiles

Research system errors, coordinate and approve all functional changes requested by Business Units and direct User Acceptance Testing (UAT) for system modifications and enhancements

Develop and analyze complex queries and reports, designs and tests new and existing ADHOC tables to ensure accurate and efficient use of the ADHOC Reporting and Business Intelligence (BI)Tools

Assist and advise leadership of Financial System development, problem resolution, cost control, information technology planning, and the impact of new legislation or proposals on the agency's financial systems and resources

Develop, maintain and daily management of the iFMIS application. iFMIS is an application which supports the Minority/Disadvantage Business Program in its Procurement Process, compliance activities and reporting to the Governor's Office of Minority Affairs. The position works closely and collaborates with other State agencies (DOIT, Governor's Office of Small, Minority, and Women Business Affairs.

Work closely and collaborate with other State agencies in developing new programs, enhancing the reporting requirements and ultimately modifying the current systems to accommodate the new programs.

Participate in monthly State EPICS Committee, MDOT Steering Committee, and lead several committees.

This position has central control authority over five MDOT modal administrations regarding MDOT FMIS and related computer systems. The current vacancy exists at MDOT TSO in the Office of Finance which is located in Hanover, Maryland (Anne Arundel County). You can learn about our amazing benefits here: MDOT BenefitsQualificationsMINIMUM QUALIFICATIONS:Education: Possession of a bachelor's degree in accounting, auditing, public or business administration, finance, economics or a related field from an accredited college or university.Experience: Six (6) years of experience in professional accounting, auditing, budgeting, fiscal or financial management. Two (2) years of this experience must include experience maintaining a financial management system to include modifications, enhancements, and reporting design/modeling.This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).The ideal candidate will have one or more of the following:

Knowledge of FMIS

Experience with ADHOC reporting tools, MS Excel, Word, Access, and automated financial systems

Knowledge of MBE/DBE compliance and reporting requirements and the State of Maryland’s procurement process.

Applicants may substitute possession of a master's degree in one of the above specified fields or concentrations for one year of the required experience.

U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required experience on a year-for-year basis.
