Experienced staffing and payroll person needed

We are currently looking for someone who has extensive experience starting a payroll and staffing company. We need someone who can help start the business from the bottom up so they must have previous experience with payroll and staffing companies in the past. You must be able to advise the owner on the entire process of opening and operating a staffing agency and payroll company. You must have the ability to work with minimal supervision, hold self-accountable for work, assist with work flow and prioritization to accomplish deadline and support a payroll staff and staffing agency.
