This position exists to provide Director and leadership for the internal operations of the Office of Children's Youth and Families. As Deputy to the Office Director, this position serves as the Department's operational manager responsible for implementing and translating into outcomes, the Director's vision, goals, and objectives. This position also exists to assist the Office Director with the implementation of important reforms across OCYF's divisions. OCYF Divisions include the Division of Child Welfare (DCW), the Division of Youth Services (DYS), and the Division of Community Programs (DCP). Additionally, OCYF has programmatic teams such as Trails, the Medical Oversight team, the Communications team, and the Colorado Implementation Science Unit (CISU), as well as a Judicial/Legislative Administrator and Chief Financial Officer. Job Duties:Organizational Management:

To make OCYF more effective and efficient, this position is responsible for reviewing, developing, implementing, and managing the OCYF processes, procedures, and organizational structure.

Guide and oversee ongoing division planning and development

Assist in formulating policy and directing overall operations

Assist in developing responses and tracking progress of Office of State Auditor findings for the Office.

Provide direction relating to the clearance process; either through making suggestions and edits or approving documents (hardcopy and electronic) promptly

Serve as a member or chair on several boards, commissions, councils, and other stakeholder forums

Policy development, coordination, and management

Coordinates the legislative activities of the Office by working with Division Directors and the OCYF Judicial and Legislative Administrator to identify problems in legislation and needs for new legislative initiatives. Regularly brief Office Director on legislative issues. Guarantee legislative proposals are done consistently across the Office and prepare for the Office Director's review and approval.

Coordinates Joint Budget Committee (JBC) Hearing and Briefing process by working with Division Directors, OCYF CFO, and the Office Director to gather information and prepare responses to JBC inquiries for the Office Director's review.

At an Office level, the position will consider program policy, intent, political climate, federal regulations, state statutes, departmental strategies and philosophies to develop and implement strategies across Divisions that promote policy/budget efficiencies and effectiveness.

Strategic planning

Determines if OCYF trends and best practices are successful in aiding the development of the overall strategies for OCYF programs.

Coordinates the strategic planning process by setting forth work plans, timeframes, objectives, measurements, and identifies individual accountability. Develops tracking mechanisms to hold accountable any individuals with assigned action items.

This position contributes to the development, implementation and performance measurement of the Office's strategic goals, Wildly Important Goals (WIGs), and impact performance objectives.

Provides data, information, analysis, and recommendations to the Office Director regarding Office-wide strategic goals, objectives, organization structure, and procedures to ensure optimal effectiveness, efficiency, and service quality.

Financial Management

Works with Division Directors and the OCYF CFO to ensure decision items are done consistently across the Office and prepare for Office Director's review and approval.

In conjunction with the Division and the OCYF CFO, partner to develop innovations and/or changes to create fiscal efficiencies and realize cost savings.

OIT projects

Facilitates the OCYF/OIT monthly meeting and ensures.

Prioritize OIT projects, according to OCYF and CDHS needs and goals.

Attend and participate in the CDHS/OIT monthly meeting.

Project Coordination/Management:

Assist the OCYF Office Director with the business management of OCYF projects/tasks, including the development, implementation, coordination, and supervision of project goals, objectives, and activities, attending and scheduling meetings, taking meeting minutes, drafting agendas, and onboarding new projects.

Assist in monitoring OCYF projects/tasks, including all short and long-term goals, project calendars, priorities, progress, work plans, and budgeting details. Review the project plan and assist when additions and or adjustments need to be made to the strategic planning document. Ensure all team members and project participants have what is needed to meet the deadlines and milestones set by reviewing a complex project, change, and process improvement plans.

Communicate with various teams internally, assists in setting times and dates for meetings to keep projects on schedule, organize project logistics and determine when to relay any issues with timelines or budgets to the OCYF Office Director. Provide support to ensure OCYF's process improvement, change management, and project management needs are met as the project evolves by evaluating the entirety of the situation and making strategic intervention recommendations.

Provides data, information, analysis, and recommendations to the Office Director regarding Office-wide strategic goals, objectives, organization structure, and procedures to ensure optimal effectiveness, efficiency, and service quality.

Reviews and analyzes projects/tasks, determines when recommendations should be made, and makes recommendations to the OCYF Office Director based on the analysis and evaluation of the Department’s goals and strategic plan.

Evaluates the relevance and importance of the OCYF’s theories, concepts, and principles to tailor them to develop a different approach or plan to fit specific circumstances. Applies known and established project management theory, principles, and conceptual models to meet an individual’s needs and situation.

Operations and Supervision:

Serves as the Appointing Authority.

Overall responsibility for supervision and performance management.

This position is actively involved in recruitment and retention of Department personnel, utilizing established procedures, and starting the hiring process, interviews applicants, and recommends hire, promotion, or transfer.

Provides oversight of all Department Supervisory Personnel: supervision, timekeeping, progressive discipline (inclusive of issuing Corrective/Disciplinary Actions and conducting Personnel Board Rule 6-10 Meetings), second level signature of performance planning and appraisal (PMAP), training and staff competency, etc. Completes corrective and or disciplinary actions.

Position has thorough knowledge of State Personnel Rules and related CDHS/OCYF policies. Ensures human resources are utilized in optimum fashion with creative and accountable actions by supervisors. Authorizes educational, personal, and administrative leave time.

Other Duties As Assigned:

Perform other duties as assigned, including but not limited to, Interim Officer Director Role as needed

Responds to and makes decisions on emergency or urgent requests from Divisions, stakeholders, and/or media in the absence of the Office Director.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal RightsExperience Only:Ten (10) years of relevant experience in an occupation related to the work assigned to this position, two (2) of which must have included experience with public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives OR Education and Experience: Ten (10) years of relevant experience in an occupation related to the work assigned to this position, two (2) of which must have included experience with human services and strategic planning, policy development, stakeholder engagement, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives. At least five (5) years of government experience, and two (2) years of supervisory experience. Preferred Qualifications:

Master’s or bachelor’s degree in public policy or administration

Experience in strategic planning, budget development, and legislative processes.

Proven track record of driving organizational change and implementing reforms.Strong understanding of child welfare policies, practices and regulations.Excellent communication, interpersonal and decision-making skills.

Ability to build and maintain effective relationships with internal and external stakeholders.

Broad understanding of and demonstrated expertise in public sector and/or community-based initiatives relating to child welfare, juvenile justice, or family support, including regulations, trends and emerging issues.

Policy analysis and development experience for a human services program and/or entity.

Extensive experience leading teams, strategic planning and administering large programs, working with multi-million dollar budgets.

Proven record of building and managing teams and creating an enabling environment.

Proven ability to provide strategic direction and ensure an effective work structure to maximize productivity and achieve goals.

Ability to problem solve and execute decisions.

Ability to work in a complex political environment

Proven experience in overseeing and executing data-driven performance management and outcome-based systems and initiatives.

Conditions of Employment:The successful candidate in this position must be willing and available to submit to the following conditions:

Travel – Light travel to DYS facilities located throughout Colorado. Out-of-State travel to attend annual OCYF related conference and meetings
